Congress MP Udayashamsher Jabara has questioned Finance Minister Bishnu Prasad Paudel as to where the foreign loan money taken in the name of flood and landslide victims has disappeared.
On Monday, MP Jabara said that the money brought for the victims of floods and landslides should be used for the same purpose.
Jabara said that some themes and allocations were not seen in the budget and seemed confusing. In general, although it looks practical and can be implemented, it is not free from questions. "Due to the rains of October 11 and 12 last year, there was a huge damage in Bagmati province. The National Disaster Council meeting was chaired by the Prime Minister on January 1 of last year. There was no finance minister there. On that day, it was passed that 1 billion 1 billion 120 million was damaged and according to the district how much was allocated for reconstruction. Then some plans were missed . 8 billion 10 million was added on 2nd of June 2082,' he said, 'So where did the money allocated for reconstruction go? A loan has also been taken from the World Bank. All these plans are to be planned by the line ministry except for private housing. But except for one or two, no plans have been kept in the budget of any ministry . My question is, where did this budget go?
When presenting the budget, Jabara said that the Minister of Finance allocated a budget for the reconstruction of the damage caused by the earthquake and monsoon disaster, but there was no ministerial allocation according to that. It is said in the budget, 'Private residences, schools, public infrastructure, archaeological and cultural heritages damaged by earthquakes and monsoon disasters will be reconstructed. I have allocated 18 billion 50 crores for this.' Jabara objected that there was no plan in the allocation of the ministry, even though it was said that reconstruction through the authority related to private housing and other works would be completed by the relevant ministry. 'A loan has been taken in the name of the victim, but where did this budget go without giving it to the victim?', he asked. He said that the amount allocated in the name of the disaster victims and the loans taken should be allocated for the victims and not for other areas.
Similarly, the finance minister strongly demanded that a ceiling of 3 crores has been set but the ministerial allocation has not been complied with.
