Alleging that officials of Tribhuvan International Airport have been involved in human smuggling through visit visas, the RSVP has raised slogans of 'well' in the House of Representatives and demanded the formation of a parliamentary or judicial inquiry committee. The meeting of the House of Representatives on Sunday is the second day that the RSVP has besieged the well.

Alleging the involvement of Home Minister Ramesh Akhtar in the visit visa case, the main opposition Maoist, opposition parties RSWP, RPP, and United Socialist Party have been protesting in the House of Representatives meeting since May 13. On May 30, the chief whip of the main opposition Maoists, Hitraj Pandey, and the chief whip of the UML from the ruling party, Mahesh Bertaula, signed two memorandums of agreement. After the agreement, the Maoists and the United Socialists withdrew from the opposition to the Parliament, while the RSVP reached Well. 

It was agreed between the main opposition party and the ruling party to support the investigation being conducted by the authority regarding the visit visa and to solve the problems seen in the past in relation to immigration and visit visa, the government will study and investigate and take concrete steps to make appropriate arrangements for policy, legal and structural reforms .

After getting the support of the main opposition Maoists, Speaker Ghimire has moved forward the proceedings of the House of Representatives as per the wishes of the ruling party that the proceedings of the House should be carried forward regularly. Ignoring the fact that the opposition RSVP shouted slogans at the well of the Parliament and boycotted by the RPP, the Speaker proceeded with the action of the Parliament. In parliamentary practice, there is a practice of not continuing the meeting if even one MP of the opposition or the ruling party stands up and protests. Speaker Ghimire has also continued this practice in recent times. 

Speaker Ghimire entered Sunday's meeting into the regular agenda . Initially, the Bill was tabled with the message received from the National Assembly regarding the 'Ships (Operation and Management) Bill' which originated in the National Assembly. Then, with the permission of the speaker, Deputy Prime Minister and Finance Minister Bishnu Paudel presented a proposal that 'a general discussion should be started on the annual estimate of revenue and expenditure for the financial year 2082/83'. The parliamentarians of the government and the main opposition participated in the discussion on the proposal. At the end of Sunday's meeting, the Chairman of the Public Order and Good Governance Committee, Ramhari Khatiwada, was allowed by the Speaker to submit the 'Committee Report on the Federal Civil Service Bill'.

While the agenda of the House of Representatives was proceeding, the MPs of the RSVP were shouting slogans at Well . They were chanting slogans such as investigation of visit visa, stop of human trafficking, resignation of home minister, maintenance of parliamentary dignity. They chanted slogans sitting and standing sometimes. 

When Raswapa was shouting slogans at Well, the MPs of RAPPA were standing up from their seats and protesting. Even though the opposition parties surrounded the well and protested by standing up, the RPP boycotted the meeting after the speaker put forward the agenda. Gyan Bahadur Shahi, chief whip of RPP, had objected to the fact that the parliament meeting was being held amid protests. Is it proper to run the parliament like this when there is a movement in the parliament? I think it is not fair. They (RSWP MPs) and we are also people's representatives won by the people,' said Shahi, 'Let's all support the demand that the culprits be prosecuted in the visit visa case . Running parliament in this way is not parliamentary practice. This is bullying. Stop bullying.'

After boycotting the meeting, RPP Chief Whip Shahi made serious allegations against the speaker. Even when it came out that the software was cheated, the Speaker ignored it when 35 MPs raised their voices saying that we wanted the Home Minister's answer in the Parliament. We boycotted the Parliament after the Speaker and the Parliament itself stood in favor of the mediator. There is no other option but to boycott," he said.

Opposition United Samajwadi MP Rajendra Pandey said that the finance minister's statement was not heard due to the sloganeering going on in Vail and requested the Speaker to take initiative to end the obstruction. "Finance Minister is narrating some important issues related to the budget, which were exempted yesterday, and some important issues which need to be amended today. One of the opposition parties is in a deadlock. Another group is shouting slogans around the well. We are not listening to what the minister said,' he said, 'how will the meeting be conducted? This was not the way to run the meeting. After agreeing on this postponement, let's just proceed with a decision.' 

Maoist Deputy General Secretary Varshman Pun had asked the ruling party not to get on the path of meeting the RASWP. "The main opposition party has come, now it (RASWPA) should not be considered to be able to pay." Sometimes there is an opposition, sometimes whose number is big, whose number is small, this is something that happens . Parliamentary mathematics is something that keeps changing,' he said, 'the ruling party cannot act as if we will bring in the main opposition party, the opposition split, the fourth party is weak, let's put a little political pressure at this time, we will also show revenge for small things in the past.' Pun said that the ruling party and the speaker should be responsible for running the parliament. Speaker is the guardian of the house. Create an atmosphere of dialogue. Let's create an environment to bring them to the discussion and put their views on the budget,' he said. The UML and Congress MPs who spoke at the

meeting criticized the RSVP who were shouting slogans in Vel. UML MP Bhim Acharya termed the sloganeering by RSVP in Vel as 'sweet tune'. "In Vela, RSVP has helped me in my speech by playing sweet tunes." He has also sat down and rested,' he said. He requested to participate in the discussion on the budget as he had already presented his content in the House. Reminding that the government will be formed and collapsed only by the arithmetic of Parliament, Acharya said that slogans should not be raised from the well.  

Shyam Kumar Ghimire, the chief whip of Congress, the largest party in Parliament, questioned the RSP asking them to show the ethics of their chairman before raising the question of ethics on the Home Minister. Even now, Ravi Lamichhane, who is in jail, has 5 cases against him in the Election Commission's list. He is still the chairman in the records of the Election Commission. Is that party able to teach someone the lesson of morality or not?,' Ghimire said, 'I request friends who seek morality from others to present an example of morality from within themselves. Even the leader of the parliamentary party of RSVP has not been revealed.' Ghimire's question was how justified it is to teach ethics to others by considering a person who has been suspended as a parliamentary party leader.
