The main opposition Maoist has reached an agreement with the ruling party to remove the obstruction in the House of Representatives since June 13, alleging human trafficking under the cover of visit visas from the Tribhuvan International Airport immigration and the involvement of the leadership of the Ministry of Home Affairs.

Among the opposition parties that have been together since the visit visa issue entered the parliament, the Maoists and the United Socialists have agreed on two points with the ruling party, while the RSVP has entered into a 'well gherao'.

UML chief whip Mahesh Bertaula and main opposition Maoist chief whip Hitraj Pandey signed a two-point agreement on Friday at four o'clock to end the obstruction of the House of Representatives meeting.

"The authority is investigating the matter related to visit visa and immigration, the authority is going to conclude the matter, the government of Nepal will provide the necessary support as requested by the commission for the investigation in relation to the matter," the agreement between the two parties said, "to solve the problems seen in the past in relation to immigration and visit visa, the government of Nepal will express its commitment to take concrete steps to make appropriate arrangements for policy, legal and structural reforms after making necessary studies and investigations."

The House of Representatives meeting could not proceed peacefully in the regular process. At the beginning of the meeting, Speaker Devraj Ghimire gave time to Pandey, the chief whip of the main opposition Maoists, to speak. RASPA and RPPA blocked it by objecting. While Pandey was speaking, the MPs of the RDP interrupted by knocking on the table, while the MPs of the RPP stood up from their seats in protest. 

Pandey, being a responsible opposition party, informed that he agreed with the ruling party to take initiative to solve the problems of corruption and human trafficking, including the visit visas faced by the people. Stating that the opposition's opposition and objection is not against the legally issued visit visas, he said that it is against the illegal and corrupt activities including human trafficking that are being done in the name of visit visas.

After that, the Speaker gave time to RPP Chairman Rajendra Lingden to speak. Terming the disruption in the Parliament as a drama, Lingden said, "It was heard that the leader of the main opposition party surrendered heroically, retreated with heroism and bravery. This was what was going to happen. He said to protect the republic. The common people understand that this agreement is not for the protection of the republic, but for the protection of the tyranny. When Lingden was speaking, the parliamentarians of the RSVP stood up from their seats and listened without touching the table. 

When the Speaker gave time to the main opposition Maoists to speak, the RSVP and RPP protested saying that they should be allowed to speak first. The second largest party on the opposition bench in the Parliament, RSVP got the turn to speak at number three. RSVP's Manish Jha accused the Ministry of Home Affairs of leading human trafficking under the guise of visit visas.

Where was the Ministry of Home Affairs until Akhtiyar sent letters to the Ministry of Home Affairs 9/9 times to pay attention to immigration fraud? When it was time for the authorities to storm there, why did they drag all of them overnight to hide their employees? If he is not involved, if he was not aware, why was he dragged to protect the employee?' Jha said, 'Every day enough evidence has come. It is all a robbery led by you  This is not our only voice. When Home Minister Ramesh Ukhtar went to the rostrum and was about to answer the questions raised on him, the RSVP went into a 'well gherao' shouting slogans. 

The writer said that the rumors were spread in a conspiratorial manner to take revenge on him in the visit visa case. The home minister expressed his regret, insisting that there is no truth in the social media and media linking him.

RSVP Vice-Chairman Swarnim Wagle said that there was no solid commitment in the five-point proposal presented to the Congress. He said that there was a proposal to investigate the visit visa by a high-level committee or Commission of Inquiry Act, 2026 under the leadership of a sitting or former judge, but it was not accepted. There is nothing in this loan agreement. Raswapa is new in politics but not stupid, that's why there was no reason for us to participate in the agreement made with the intention of whispering, without loan commitment,' he said. 

Maoist Chairman Pushpa Kamal Dahal said that there will be no recriminations with RSVP. Dahal had said while leaving the parliament after ensuring the agreement, "There is no difference of opinion with RSVP on fundamental issues. Because of some of their stances, they sometimes go their own way. But there is no disagreement and accusations between us.' 

UML Secretary Yogesh Bhattarai said that it is not right for Parliament to be suspended for a long time. He said that there was a problem due to Parliament obstruction in discussing the budget, moving forward with the civil and school education bills. Bhattarai said that the entire opposition did not come to an agreement due to the internal dispute of RSVP.

'The proposal to carry forward the investigation within 1 month was brought by the leader of RSVP, and Congress, UML and Maoists agreed to it. Home Minister Ramesh Author has claimed that he has no involvement in the visit visa case. In this case, the opposition party has been obstructing the Parliament demanding the resignation of the Home Minister since the meeting held on 13th of June after the arrest of Tirtharaj Bhattarai, joint secretary of the Ministry of Home Affairs, on 7th of June.

He had earlier tried to respond to the opposition's continuous obstruction of parliament by claiming human trafficking and corruption through visit visas. On Friday, the writer got an opportunity to express his opinion with the two-point agreement between the main opposition party Maoist and the ruling party.
