When the dialogue started between Congress President Deuba and Maoist Chairman Dahal, Maoist gradually backed away from the Home Minister's resignation .
The Maoist decided to demand the resignation of the Home Minister, saying that the Secretariat of the Home Minister was attached to the Immigration Department under the Ministry of Home Affairs due to the manipulation of large amounts of money in visit visas. Deuba and Dahal's trusted people have the main role for this agreement. Deuba appointed Khadka after the Maoists made a bottom line to demand the resignation of the home minister on a visit visa. After continuous discussions with Dahal as well as Pun and Basnet, he softened towards the Maoist Congress .

Oli again recommended the dissolution of parliament in June 2078, and the president approved it. In June 2078, the Supreme Court issued a mandate to appoint Deuba as the prime minister as the largest party. Small parties including Maoists supported . Deuba and Dahal cooperated in power. That collaboration lasted until forming a coalition in the general election of 2079.
There is a consensus between Deuba and Dahal about finishing the rest of the peace process. Because in the armed conflict, Deuba on behalf of the government and Dahal on behalf of the rebels were the main responsible . Despite the coalition of Congress and UML, due to Deuba's insistence, the law regarding the peace process has been passed and the officers of the Commission for Investigation and Truth-Declaration of Disappearances have been appointed .
Also, there was extreme enmity between Deuba and Dahal during the armed conflict. For the first time Prime Minister Deuba was given 40 points in February 2052 when the Maoists started an armed conflict. Armed conflict was started saying that demand was not met.
When Deuba was the Prime Minister for the second time, in December 2058, the Maoists attacked the Ghorahi barracks of the then Royal Nepali Army for the first time. Deuba had imposed a period of crisis in the country. On behalf of the government, he set a price of 50 lakhs on the heads of Maoist Chairman Dahal, leaders Baburam Bhattarai, Mohan Vaidya and others.
Maoists bombed Kailali in August 2059 to take revenge. Before that, he was responsible for communicating with the Maoists in the armed conflict.
