Former President Bhandari's political activism: UML returned to leadership?

Now there are clear signs that former President Bhandari will return to a formal political role within the UML. Is she in the strategy of building an alternative force within the UML? Or does she want to coordinate with the leadership of KP Oli and return to an influential role within the UML?

Former President Bhandari's political activism: UML returned to leadership?

Bidya Devi Bhandari, who held the office of President for two terms, left that high position after 2079. However, she has not been silent after the term of the President. Instead, she looks more active. His recent activism has clearly signaled his return to politics. Rumors of his political comeback are creating waves within and outside the party.

After returning from her visit to China, former President Bhandari came down to Biratnagar in Koshi Province. She went on a visit to China on June 11. This is his second trip to Biratnagar in the last four months. Bhandari, who was concentrated in Morang when she came to Biratnagar on January 14, this time crossed the Mawa river and reached Jhapa. UML President and Prime Minister KP Sharma became the chief guest in an event organized under the banner of UML in Jhapa, the home district of Oli.

The 'radar' of Bhandari's visit this time is a bit wider.  His participation as a keynote speaker in the national gathering of Deputy Mayors/Vice Presidents in Biratnagar on 23rd June and becoming the chief guest at the official banner of UML in Jhapa the next day is seen with importance . After he appeared as a key speaker in the program organized by the Department of Science and Technology of UML Koshi Province, the speculation of his active comeback within the UML has gained more strength. 

During her stay in Jhapa for two days, she met Oli's close leaders and activists with priority. Last time in Morang too, she supported the leaders and workers who were dissatisfied with Oli. 

Bhandari's activism has been understood as an early sign of possible factional activism against the Oli leadership. In this context, President KP Sharma Oli pointing out Bhandari in public and instructing the workers not to form factions is a reactive form of the situation.

On 24th June, Oli was inaugurating a community hospital in Kathari Rural Municipality of Morang. Bhandari was the chief guest at a ceremony held in Oli's home district. After returning to Kathmandu, Oli made a strong statement against Bhandari. He not only accused Bhandari of factionalism,  He instructed the workers not to pursue it. ``So-and-so will come here, so-and-so will come, so-and-so . "There has been no discussion in the party, who is the general secretary, who is the president, who is the vice president, now the convention has not been announced," President Oli said.

After Oli's statement, while returning to Kathmandu after a 6-day long visit to Kathmandu, Bhandari openly responded that she did not need permission from the UML to meet with the workers at the Biratnagar Airport on Tuesday. She said, "Do you have to take permission from UML to meet with your workers?" This reaction of hers indicates that she is focused on building an independent political position. 

Bhandari's activism started from Pokhara on the 2nd of December. In Pokhara, she discussed with local UML leaders and representatives of social organizations for five days like in Koshi province. After that, the week-long visit to Koshi province on January 14 was seen to have a more political meaning .

Soon after returning from the visit to Koshi, the victory of the candidate who was considered close to him in the party election in Morang and his indirect influence on it started to be seen . Biratnagar Metropolitan Committee and Biratnagar's Mangarh Water Consumer Committee elections were also won by Oli and other candidates. In Koshi province, Bhandari is supported by former UML leader Vinod Dhakal. Dhakal was considered very close to President Oli in the past. But after the state conference, he became dissatisfied with Oli . In the conference, Oli left Dhakal and appointed Ghanshyam Khatiwada from Madhav Nepal as the state president. Since then, the distance between Dhakal and Oli is believed to have increased . 

After returning from Koshi, Bhandari left for a visit to Thailand on February 5. After returning from Thailand, she participated in the book launch program of KP Oli in Kathmandu and praised Oli out loud. This was another important 'move' of Bhandari . This shows that he is looking for a different role within UML rather than a complete confrontation with Oli .

But since Jhapa's program on June 24 became the chief guest under the party banner for the first time, now there is a clear indication that he will return to a formal political role within the UML . Is Bhandari in the strategy of building an alternative force within the UML? Or coordinating with KP Oli leadership  Does she want to return to an influential role within the UML?

Looking at his activities so far, it seems that he has moved forward with both possibilities open. Looking at Oli's public anger and Bhandari's reaction, it cannot be said that there is easy cooperation between the two. However, it is clear that Bhandari is preparing to become an alternative power or center in the context of increasing discontent up to the standing committee and cadre level in UML recently.

A UML leader from Olinikat Jhapa says that the possibility of a person who has become president is very low. "However, the possibility of running the party without taking public responsibility is still alive", the leader said, "However, unless President Oli wants it, it seems to be impossible."
