Executive meeting of Kathmandu Metropolitan City has not been held for 5 and a half months. Due to the dispute between the mayor Balendra Shah (Balen) and the chief administrative officer Saroj Guragai, the executive meeting could not be held and the budget has also been confused.
Ward 30 chairman Dal Bahadur Karki says that the problem in the metropolis is due to the dispute between the chief administrative officer and the mayor. "This problem has come from the issue of one chief executive officer," he said, "in this regard, the union will not change the executive officer and the mayor will accuse of corruption, so the meeting has not been held."
For the executive meeting, the executive members of the metropolis including Deputy Chief Sunita Dangol also submitted a letter to Mayor Balen on May 12. Before that, on March 10, 2081, he met Mayor Balen and submitted a letter requesting to hold an executive meeting. Despite Balen's requirement to call a meeting, the Executive Committee has not held a meeting since then. The reason is that Chief Administrative Officer Guragai passed the map of Kathmandu Tower by mixing up the process. In this, Mayor Balen has also expressed anger that the herdsmen have been corrupted and that political parties have supported them.
On the other hand, on Chait 21, the Deputy Mayor, UML, Congress people's representatives and employees helped Guragai who went to the metropolis after a long vacation and Mayor Balen was left alone . On May 6, he asked Rajunath Pandey, the then Senior Superintendent of Police of the Metropolitan Police Force, for an explanation while going to the Gurgari office, who has been on home leave since December 7. Guragain suspended him for six months on May 20 saying that the explanation was not satisfactory.
Meanwhile, Mayor Balen asked Metropolitan spokesperson Navin Manandhar for an explanation saying that he apologized for being defamed publicly on May 8. Manandhar did not answer this and did not understand the letter.
According to the Local Government Operation Act, 2074, there is a provision that the executive committee should meet once a month. Due to this dispute, who will call the executive meeting of the metropolis and when is in confusion. And, if the executive meeting is not held, what will happen to the budget that should be brought by June 10, the information about the budget ceiling has not reached the wards and it is not certain that there will be policies and programs.
``The executive meeting is in confusion as to who will conduct it,'' he said. If contacted, we would have asked for a meeting of the executive.'' He said that when the letter for the meeting was submitted, the mayor was not sure on which day the meeting would be held soon.
"It is said that the meeting was not held due to the dispute between the mayor and the chief administrative officer," he said, "Now both of them are sitting in their own offices in the metropolis and working in the office". It is not possible to understand what has happened now.' He said that the inability to hold the executive meeting of the metropolis was also influenced by external factors. Similarly, he said that the political parties did not want to isolate the mayor and everyone demanded an executive meeting to resolve the dispute in the metropolis.
'We have requested the mayor to call a meeting together with the deputy head,' he said, 'if we don't want that, why did we give it in writing?'
What will happen to the budget now?
According to the Local Government Operation Act, the budget has to be brought by the 10th of June. Due to a long-term dispute in the metropolis, the executive meeting could not be held. Amidst these disputes, what will happen to the budget of the local government of Kathmandu Metropolis, which has brought the largest budget in the country?
Spokesperson Manandhar says to this question, "We have made three budgets". The experience has also been done . So the process is all old . But all the wards are preparing for the next financial year. The work is being done to collect suggestions from the citizen level from the ward.'
Similarly, Karki, chairman of Mahanagara Ward 30, has said that the plans for the coming year have been prepared from the citizens' meeting. "We have made our own budget from our ward," he said.
What are the employees of the metropolis doing ?
According to Dhruv Kumar Kafle, Assistant Spokesperson of Kathmandu Metropolitan City, it is happening regularly and daily from the staff level. He said that although the plans have not been submitted to the metropolis by the political representatives, they are reviewing the budget for the current financial year.
'Now it is not working to come plans from public representative . We are only doing the work from inside the metropolitan office,' he said, 'Wada office is choosing the plan . But they haven't sent it yet.' After sending the plan from the ward, it is discussed in the subject committee of the metropolis. The subject committee makes recommendations to the budget formulation committee . The budget drafting committee recommends to the city executive. He told that the employees are doing the work until the executive comes.
"When the Budget Drafting Committee asks for a budget program, we prepare the situation of the past three years, the situation of the previous year and the estimated balance of funds, internal estimated income, the resources that have been ensured by the Union and the Province," he said, "We are preparing to give a proposal on the day that the Budget Drafting Committee meeting and the municipal executive meeting are held." He said that he is only giving information because there is no such thing.
Likewise, he said that the metropolis has brought the budget based on the old policies and programs. He said that if there is a new policy, the budget drafting committee will give instructions to prepare the same program and prepare the framework accordingly. "In the previous year, the budget drafting committee used to document the budget, we used to make the program accordingly," he said, "We have not given a new policy, so we are working regularly."
