Deputy Secretary General of CPN Maoist Center and former Minister of Finance Barshaman Pun has said that the trend of choosing plans from the pockets of leaders has not stopped this year as well. In the statement, it was said that the budget will not be allocated for projects costing less than 3 crores, but in practice, this is not the case.

Focusing on the budget presented by the association for the coming year and the budget presented by the state and local levels in the near future, Pun, who is also a member of the House of Representatives, said in a discussion program organized in the capital on Monday, that the Ministry of Urban Development has put 1 lakh schemes everywhere. Adding to the context that the urban ministry has proposed a budget of 26 billion, he said that the plans came from the pocket.

Quoting the context of the budget presented by the union in the implementation of federalism, former finance minister Pun said that the financial burden has been piled on the heads of the local level by increasing the conditional subsidy. Arguing that the equalization subsidy sent to the provincial and local levels should be increased, he said that the amount of financial transfer should not be reduced due to the lack of revenue. He said that the local level has done a very good job and said that if the budget to be sent to the provincial and local levels is cut, the system will deteriorate.

He said that even though political parties are committed to federalism, they tend not to give up their rights. He said, "Distrust has increased between the three levels of government." He said that there was a problem in the implementation of the budget because there was no government for five years. He expressed his surprise that the government has sent conditional grants even to education and health at the local level, saying that one finance minister will present the theory of the budget, another will publish the budget and the third will implement it.
