CPN-UML secretary and member of the House of Representatives, Yogesh Bhattarai, has said that the number of local levels should be reduced to provide services more effectively than at present by integrating resources. He said informal discussions are going on between the parties.

'This is not something that has been formally discussed. But there is a discussion between the parties that the number can be reduced if there is effectiveness in the effective implementation of federalism and services provided to the citizens,' he said. In an event held in Kathmandu on Monday, leader Bhattarai asked what would happen if the number of local level was reduced to 500. 

In relation to the budget for the fiscal year 2082/083 presented by the government and the budget to be announced by the state and local levels in the near future, he said that it is assumed that increasing the number of wards and reducing the number of municipalities will increase the institutional capacity to work. Presenting an example of effective work done by the local level than the union and the state, leader Bhattarai claimed that because the previous wards were transformed into municipalities, citizens also felt the work at the local level due to their experience.

He said that the development in the village is on the upswing, but the people are in a state of stagnation. He also suggested that the leadership should be serious about the issues raised by the provincial and local levels. He said that only after promulgation of federal, civil law, education law and police law to effectively implement economic, political and administrative federalism, many problems in the implementation of federalism will be solved.

Member of Parliament Bhattarai was of the opinion that the budget should be allocated based on the mountains, mountains and plains, not just the population. He added that in the budget of the next financial year, plans that were difficult to implement in the past have been cut, and said, 'The more revenue the province can raise, the more it can work.' He said that the provincial and local levels should increase capital, and if there is a legal obstacle, it should be released.
