Ethics question on Madhav Nepal: He did not leave the post even when the corruption case came up

In the Constituent Assembly election of 2064, the then General Secretary of CPN-UML Madhav Kumar Nepal lost the election in both the areas where he was a candidate. The UML led by him fell to the third position. At that time, Nepal resigned from the position of the executive leadership of UML, showing moral grounds.

He is currently the president of the United Samajwadi Party. Recently, a corruption case has been filed against him by the Authority Abuse Investigation Commission. This time, President Nepal has not been able to demonstrate ethics even when there are serious allegations like corruption.

He claimed to have demonstrated morality even when the party was defeated in the election, and now he has neither resigned from the party leadership, nor separated from the responsibility, even when the corruption case was filed. But in the party, he is still active as the chairman. 

Last Thursday, the authority has filed a case against 93 people, including Nepal, in the special court on the charge of buying land in the name of Patanjali at a limited discount and illegally selling it to a housing company within two months of the purchase. Ravi Lamichhane, chairman of Rashtriya Swatantra Party (RASWPA), is among the MPs who will be suspended after the

case. Lamichhane, who is currently in prison for pre-trial detention, has not resigned as the party chairman. But he has appointed acting president.  Lamichhane, who believes that political reform is not possible from the old parties, who believes that he is an alternative political force, does not consider it necessary to resign from his position even when there are cases of cooperative fraud, organized crime and money laundering against him. 

Lamichhane removed Dhakaram Shrestha's MP post two years ago based on the publication of an audio related to the transaction. But even though he has been repeatedly accused of serious crimes, he has not considered it necessary to resign from the responsibility of the party. Political party leaders do not resign from the leadership positions of the party even when accusations of corruption and other serious nature are made and do not separate from responsibility.

UML rebelling against the leadership Nepal split the UML and registered the Unified Samajwadi Party (NECPA S) under its leadership on 078 Bhadra 2. Ten months later, the National Independent Party was born under the leadership of Lamichhane, throwing stones at the political pond. In the election of 2079, the National Independent Party was able to become the fourth party with national status in the parliament with 21 seats. Even though it has not achieved national status, the United Socialist Party is present in the House of Representatives with 10 seats.

Nepal's CPN (S)-led Left and Lamichhane-led RSVP emerged as democratic forces, but both these parties claimed themselves as alternative forces. But the leadership of both parties is raising moral questions.

Rajendra Prasad Pandey, the senior vice president of the United Socialist Party, said that the authority will call a secretariat meeting on Tuesday to discuss how to proceed after registering the case in the special court. "So far, there has been no suggestion whether to leave the leadership or not, the secretariat meeting on Tuesday will decide," Pandey said. It will come after one or two days.'

After the Butwal Bench of Tulsipur High Court decided to send Lamichhane to jail in the cooperative fraud case, he has given Dolprasad (DP) Aryal the responsibility of Acting President.  Ravi Lamichhane has been released from custody after paying the bail according to the order of Kathmandu, Kaski, Chitwan and Rupandehi district courts. returned  were .

Lamichhane 081 November 2nd, he was arrested and detained in the cooperative fraud case. Two months after that, Lamichhane, who had given Aryal as caretaker, returned to the chairman's responsibility after paying the bail and being released from custody.

The High Court of Tushipur ordered Lamichhane, who returned to the party chairmanship on 17th Chait 081, to be sent to prison on 22nd Chait less than a week after the case was still under suspension. Aryal said that he got the responsibility of the Acting Chairman on the same day as the decision of the Tulushipur High Court.

"On the same day, he separated from the responsibility of the party and gave me the responsibility of acting chairman in writing," he said. However, even though Lamichhane is in prison, the leaders of RSVP are giving expression to make him the chairman. Raswapa has set the dates for the convention on the 7th, 8th and 9th of February.

RSVP Vice President Swarnim Wagle has said that even though he is in Lamichhane prison, he will contest the party president election from there. Wagle said that if there is a big party in the 084 election, the candidate for the prime minister will also be Lamichhane.

'Even though they (Congress and UML governments) put him in jail, the chairman of our party is Ravi Lamichhane. And, if our party gets the majority or becomes the largest party in 084, he is also the prime minister's candidate," said Wagle in an event organized by Walling Nagar Committee of Syangja on Saturday.

In the CPN Unified Samajwadi Party, after Nepal, respected leader Jhalnath Khanal is second and third is senior leader Beduram Bhusal. Senior vice president Rajendra Prasad Pandey is among the office bearers. However, Nepal has not yet discussed about giving responsibility. Pandey said that it will be discussed only after a few days.
