The National Conference of Deputy Heads and Deputy Heads of Local Level has started in Biratnagar from Friday. Organized by Biratnagar Metropolitan City, 291 local level deputy heads and vice presidents from all over the country are participating in the inaugural conference.
The conference was inaugurated by former President Bidya Devi Bhandari.
Shilpa Nirala Karki, deputy head of Biratnagar Metropolitan Municipality, said that representatives of all municipalities of Koshi province, 6 metropolitan cities, 11 sub-metropolitan cities, 72 municipalities of Madhesh province, 41 municipalities of Bagmati and some municipalities of other two provinces participated in the conference.
In the two-day conference, there will be extensive discussions on the effective implementation of laws made by the local level, the extension of the powers of the judicial committee, financial federalism and the role of deputy chiefs. It is said that an estimated cost of Rs 42 lakh will be spent to complete the conference. Koshi state government has supported Rs 10 lakh for the conference.
As the local government is the lowest level of the federal government and is the government closest to the people, it is said that the role of the deputy heads is important from monitoring the development to the strong operation of the judicial mechanism. At the
conference, constitutional expert Kashiraj Dahal talked about the decentralized justice system, judicial committee coordination ability and efficiency according to the constitutional arrangement, Dr. about the way to institutionalize financial federalism. Ramesh Adhikari will present a working paper on Gopi Khanal and the role of deputy chiefs in local government operations.
