The police have been indifferent to investigate and take action against those involved in the vandalism of the Tribhuvan University Vice-Chancellor's office. Even though the Executive Council of the University filed a complaint with the Kirtipur Police Circle to take action against those involved in the vandalism and pay compensation, the investigation and action process has not been initiated because the names have not been recorded.

The activists of Navy Sangh, close to the ruling Congress, ransacked the secretariat of Vice Chancellor Khadge KC in front of the police last Wednesday. On 14th of June, the officers of SWVYU elected by the union in various campuses ransacked the office of Vice Chancellor KC and caused loss/damage to public property.

According to Trivi, the Sankardev Campus's Self-Secretary Madanraj Upadhyay, Joint Secretary Bhuvan Ojha as well as Gajendra Bam, Lokesh Kunwar, Sabin Bhatt, Sonu Sah, Kishore Thapa and Bhojraj were involved in the vandalism.

Similarly, Public Youth Campus SWIU President Santosh Shrestha, Saraswati Campus SWIU President Muskanraj Gautam, Bhaktapur Campus SWIU President Pukar Parajuli are also involved, according to eyewitnesses. Apart from Parajuli, other officials are elected in the Swaviyu elections held in 2079.

Swaviyu President Murari Gautam of Kailashkut Multipurpose Campus, Vaktar Karki of Sanothimi Campus, Rajesh Timilsina, Anja Phuyal of Kantipur College, Rohit Parajuli of Kavre Multipurpose Campus are involved in vandalism, according to Trivi. They have also taken responsibility for the vandalism by posting videos on Facebook. 

The Executive Council of the University decided to file a complaint with the Kirtipur Police Circle on Sunday, demanding action against those involved in the vandalism. But after seeing that they are under political protection and have access to their home administration, the police stopped the investigation process saying that Kitani Johri is necessary. 

Kirtipur Circle Deputy Superintendent of Police Rajbabu Maharjan said that a complaint is mandatory for investigation and action. "A petition was registered that an investigation should be done," he said.

Advocate Subas Acharya, an expert in criminal law, said that in government cases, a complaint is not mandatory. After receiving information about the incident, the police can proceed with the investigation process. "It is not necessary to file a complaint," he said, "even after receiving information about vandalism of public property prohibited by law, if the police does not take action and says it is necessary to file a complaint, it should be understood that there is a political or non-political influence on the rule of law and criminal law."  According to

'Anyone who can report damage to public property except the victim. There is a legal provision that can give information through written, verbal or electronic means," he said. "After receiving the information/information, the police can record and proceed with the consent of the victim before preparing the draft report. A case can also be raised directly by making an investigation report by the police. The police can't get away under any pretext. Even if the information was not given, the police should take action and proceed with the investigation, he said.

According to the officials of the university, those involved in the vandalism have been pressing to open the first-year undergraduate admissions, which was stopped last January. Their demand is to re-open the admissions which have been postponed due to the Swaviyu elections. The group reached the vice chancellor's office with the same demand and vandalized it.

Some of them have threatened to kill themselves if they don't open the admissions, according to the officials of the Tertiary University. Officials including Vice-Chancellor KC have been saying that admissions that have been postponed according to the academic calendar in the University cannot be opened again. According to the University Registrar's Office, admissions cannot be opened for new students as the students enrolled from August to January have already submitted the exam application form.
