Sushil Koirala was the Prime Minister when it was decided to build a bridge at Lalbakaiya in Gaur Municipality-4 Tikulia of Rautahat. Koirala himself came to the construction site and laid the foundation stone of the bridge on 29 June 2071. But even after 11 years, the bridge has not been built.

Residents of the surrounding area have to cross the river in a dangerous manner with the help of boats during summer. But after the progress did not exceed 17 percent despite repeated extensions, Road Division Rautahat terminated the contract with Pappu.

After that, a contract of 27 crore 66 million has been signed with Azad-Deepu JV on 29 October 2080 to complete the remaining work. Although the contract expired on March 1, the company did not proceed with the work.

The Bagmati Badharwa Bridge located in Durga Bhagwati Rural Municipality-5 of Rautahat, which was laid by the then Prime Minister Madhav Kumar Nepal in 2067, is still incomplete. Lumbini-Pappu Construction JV took the contract on 31st May 2067 for 358.9 million rupees to complete the construction of this bridge within three years. After Pappu Construction was blacklisted, Lumbini Builders took up the work alone. After the contractor completed the work of all 17 spans, the work did not proceed after the river changed its course. 

After the river started flowing towards Sarlahi 800 meters east of the bridge, the Hulaki Highway Directorate asked the contractor to stop the work immediately. Lumbini Builders has unilaterally terminated the contract saying that they will not work. The directorate then invited the contract for the second time.

Mahalakshmi-Vikas-YP JV has been entrusted with 574 crores on 11 Baisakh 2079 to also carry out river control work. The initial contract expired last October. The work progress is only 20 percent. If the bridge is not built, the residents of Bataspur, Badharwa, Rajdevi and other areas are forced to cross the river by boat. 

The foundation stone of the then Physical Planning Minister Hridayesh Tripathi and Finance Minister Barshman Pun was laid by Siraha's Kamala River Bridge. Deepak Sah, the owner of

construction company, says that when the work was about to start, the Birganj office of the directorate said that the design was not there, and the work was stopped. The directorate claimed that the contractor made excuses long after the contract was signed. 

There are many bridges that were laid with pomp and circumstance by calling the Prime Minister and the Minister, but have not been built even after years. Companies that do not comply with the contract are rarely fined or prosecuted. On the contrary, there is a tendency to extend the deadline in favor of the contractor. Due to the non-construction of the bridge, people in the neighborhood have to suffer. 

The member of the House of Representatives, Kisan Shrestha, threatened to bury the contractor in the river after 11 years since the foundation of the bridge was not built even after 11 years. After the locals complained that the bridge was not built, MP Shrestha arrived at the construction site with his team. "I am saying in a polite way, if the final work is not done by June 15, I will bury it in the river," he threatened, and the work of the bridge is going on in full swing. 

2071 Lalbakaiya Bridge at Gaur-4 Tikulia, Rautahat, laid the foundation stone by then Prime Minister Sushil Koirala. 

Elite-Mona JV took the contract in June 2071 for the construction of a bridge in Banjari River within June 2073 for 54.3 million rupees. Ramakant Chaurasia and Mukesh Chaurasia, representatives of the contractor company, have been arrested, said Guru Prasad Adhikari, Head of Road Division Office, Hetaunda. "We don't know why the contractor has delayed, the work is going on now," he said, "If the work is not completed by June, we will look for an alternative." Due to the delay in the construction of the bridge, the residents of Jitpursimra sub-metropolitan city, Parwanipur rural municipality and Prasauni rural municipality have been facing problems in commuting to the headquarters Kalaiya. Mukesh, the representative of Elite-Mona JV, claimed that the construction of Banjari bridge will be completed soon. 

The then Minister of Physical Planning, Ramesh Lakhtar, laid the foundation stone of five bridges in Rautahat on the same day on 23 December 2073. Chandi Khola Bridge located at Chandrapur-3 was supposed to be completed by 15 October 2075 according to the contract. But the road division office, Chandranigahpur, said that the work has not been completed even though the deadline has been extended three times.

Pappu-Shivashankar Construction JV took the contract of Chandikhola Bridge for 224 million 46 thousand 267 rupees. There is an agreement to build a bridge of 469.50 meters length and 7.50 meters width with 11 spans. 

The contract of Lamaha Khola bridge connecting Chandranigahpur-Kothiar, which was laid by the minister, was also taken by Pappu-Shivashankar JV. The construction of the bridge, which was contracted for 9 crore 18 lakh 25 thousand rupees, is like a stall. The construction of the Rautahat-Sarlahi bridge, which the author laid the foundation stone for, has not been completed at Madhavpur and Gangapipara and Pipra Dostia in Bagmati. 

Pappu Construction is Harinarayan Rauniyar's company, which has been stuck with many bridge construction contracts. He was elected in Parsa-3 on behalf of the Janata Samajwadi Party in the 2074 House of Representatives election. After becoming an MP, he announced that he had left the company's leadership. Rauniyar entered the UML on 5th November 2080. 

  The misery of not having a

bridge . The construction of Dudhaura bridge connecting Bara's Jitpursimra, Prasauni and Kalaiya sub-metropolitan areas has been stopped due to a fault. The foundation stone of this bridge was laid on 4th January 2077 by Jitendra Sonal, then Minister of Physical Infrastructure of Madhesh Province Government. The state government had allocated 127 million rupees for the bridge. Except for the access road, most of the work on the bridge has been completed. But lately the contractor company Sapna Marina Construction JV has not worked. 

Locals say that the bridge was constructed at a different place than mentioned in the 'detailed study report'. Suraj Kushwaha, a local, said that he had to suffer because of the non-operation of the bridge. He said that even the contractor was out of touch when the rest of the bridge work was to be completed. 

The then Physical and Planning Minister Hridayesh Tripathi and the then Finance Minister Varshman Pun laid the foundation stone of the Kamla River bridge at the Sirha-Dhanusha border in June 2068. This bridge was taken over by Pappu-Lumbini Builders JV on 24th June 2068 at a cost of 2491 million rupees to be built within three years.

After the work was not completed even after extending the deadline seven times, the Directorate of Postal Highways canceled the previous contract and awarded the contract to Lumbini Builders Construction on 1 October 2076. Lumbini Builders, who got a new contract to complete the work on 13 June 2078, completed the work when the bridge washed away due to the flood on 17 June 2078. Even though the construction company started the work in February 2079, it was not finished.

 2073 Gujara Khola Bridge in Rautahat laid the foundation stone by the then Minister of Physical Infrastructure, Ramesh Akhtar.

Chairman of Durgabhagavati Rural Municipality of Rautahat, Shambhu Singh, said that there is a problem with the Prime Minister and the Minister of delaying the laying of the foundation stone and not taking the initiative to advance the work.

"There is no practice of keeping track of whether the bridge was built or not," he said. Pooja Chaudhary, a member of the National Assembly, also says that hodbaji is held only at the foundation stone of the bridge. "From the start of the construction till its completion, there is no one to inquire about the progress of the work," she said. Now the locals are suffering because the bridge is not built.

2077  The Dudhaura Bridge of Bara was laid by the then Physical Infrastructure Minister Jitendra Sonal.

Former Secretary Arjan Thapa, who has been the Director General of the Bridge Division for a long time, says that most of the bridges are stuck after laying the foundation stone due to lack of budget. "After allocating a budget of lakhs and thousands for a bridge worth crores, how can it be built in time?"

Chief of Road Division Office Chandranigahpur Arun Kumar Lal Karna argues that the work is not completed on time due to the various problems encountered while starting the foundation work. "Sometimes there is a land dispute, sometimes there is a problem with litigation, sometimes construction materials are not easily available," he said, "The contractor's delay is happening, and the lack of budget is now seen as a big problem."

Digital foundation stone laying of 64 roads in one day by Prime Minister

– Prime Minister KP Sharma Oli has laid the foundation stone of 64 road black paper scheme in eight districts of Madhesh province on Sunday. He laid the digital foundation stone of all 64 roads simultaneously from Mahendra Narayan Nidhi Mithila Sanskriti Bhawan in Janakpur.  The Ministry of Physical Infrastructure Development of the Madhesh government has allocated 12.7 billion budget for the construction of 320 kilometers of black paper in all the state assembly constituencies under the multi-year plan. The roads selected by the provincial parliamentarians of the respective constituencies are going to be paved.
