India filed a complaint against 75 people for occupying 'Koshi Colony'

A complaint has been filed against 75 people for illegally occupying the Indian 'Koshi Colony', where more than 55 lakhs of the Nepal government's budget has been spent.

Pursuant to the instructions issued by the Water Reforms Department of the Government of Bihar, the Western Koshi Canal Division of Kunauli, Bihar has filed a complaint against them at the District Police Office, Saptari, demanding legal action. In the complaint filed on May 9, 2025 (2082 Baisakh 26) mentioned in

Chalani No. 598, the Government of India has stated that after acquiring the land, it has made a 'colony' for the residence of the employees of Western Koshi Canal located in Ranjitpur, Bishnupur Rural Municipality-6 of Saptari. However, when the locals occupy the 'colony' permanently, they have been requested to vacate the staff as there is a problem to live and operate the canal.

In the complaint sent to the district administration office, it is mentioned that the residents occupying the buildings of C-1 and C-2 have also built their private concrete houses, while it is mentioned that the inspection building and the 'colony' premises with a total of 76 residences including 4 of D block, 7 of E block, 23 of F block, 4 of H block and 36 of I block have been occupied by the locals.

"As the work of the canal is being affected by illegal encroachment and the occupation of the colony by the locals, I request for legal action", Yuvraj Aman, Executive Engineer of the Western Koshi Canal District, Kunauli, said in the complaint.

According to the Koshi Agreement signed on 12th Baisakh in 2011, India has acquired 599 bigha 18 katta 8 dhur land including canal. The locals have been occupying the 'colony' built by India for employees on that land for a few years now.

In the same colony, in the current fiscal year, the rural municipality has also illegally built a 450 meter slope road by spending 55 lakh 82 thousand rupees with the conditional grant of the federal government. The chief district officer of Saptari, Bhola Dahal, said that coordination is being done to remove the encroachment on the land.
