About two years after the Supreme Court gave its mandate, the boundaries of Fewatal have been identified and the burying of pillars has started. For the protection of Fewa Lake, the Facilitation Committee for Implementation of the Supreme Court Decision has planned to bury 1,555 pillars in a radius of about 16 km. It will take at least 3 months to bury the pillar.
Gandaki Province Chief Minister Surendra Raj Pandey buried the first pillar at Barahi Ghat on Saturday in the presence of representatives of all the three governments. Stating that the Phewa lake conservation work has been started, he said that after burying the pillars, the condition of the land within the lake area will be studied and compensation should/should not be paid, the registration before/after 031 years and the condition of the physical structure will be determined.
According to him, the land within 65 meters from the shore of Fewatal will also be evaluated. "After that, how much and how much compensation will be given will be studied," Chief Minister Pandey said. After the government started burying the pillars, the locals are dissatisfied with the land falling within the 65 meter standard.
When Chief Minister Pandey, Pokhara Metropolitan Municipality Chief Dhanraj Acharya, Chief District Officer Bharatmani Pandey reached Barahi Ghat to bury the pillar, they shouted slogans. Neither do they have a project to build here. There is no question of compensation,'' said local Dhaka Bhattarai, "They are forcibly burying poles by following the Supreme Court's decision. Can you tolerate burying a pole in your own house?' He said that the government has not discussed with the locals who are within the standard.
The study conducted after the Supreme Court's order has shown that the area of Fewatal has increased by 617 square kilometers (1,213 ropani) than before. The study conducted by the technical sub-committee formed under the Facilitation Committee, based on the highest flow of water, has shown that the area within the lake house and 65 meters has increased. After studying the records of the Irrigation Division Office Kaski for the past 10 years and the maps made at different times, the 'high flood label' of Fewatal has been set at 794.95 meters. According to the study of
subcommittee, Tal Ghar is 6.343 square kilometers (12 thousand 468 rupees 3 paisa 3 dams) Pokhara Metropolitan Municipality chief Dhanraj Acharya said. This is the area identified during heavy rains in Pokhara on 12 June 081.
The last time in 077, the report of the public Punya Paudel Commission concluded that the area of Phewatal is 5.726 square kilometers, i.e. 11 thousand 255 ropani 11 annas 1 paisa. The area was published in the gazette on 16 February 078. After the order issued by the Supreme Court in the name of all the three governments, the report was canceled and a new study was conducted.
The Supreme Court on 4 June 080 ordered the destruction of the structures in the area 65 meters from the highest flow of rain water around Phewa Lake within 6 months in the name of Nepal Government, Gandaki Provincial Government and Pokhara Metropolitan City. The Supreme Court also asked to declare the 65-meter intermediate zone as a completely green zone.
After the mandate, a Facilitation Committee was formed in Mansir 080, under the coordination of Chief Minister Pandey, Pokhara Metropolitan Municipality, Chief Secretary of the Provincial Government, Chief Attorney, Pritnapati, Chief District Officer, Lake Protection Authority, Gandaki Provincial Police Chief, Deputy Inspector General of Armed Police (Muktinath Bahini), National Investigation Office Gandaki member and Chief Administrative Officer of Pokhara Metropolitan Municipality. A technical sub-committee was formed to demarcate the lake and submit a report at the meeting held on 080 Jan 11.
According to the report given to the committee by the sub-committee, if 65 meters are added from the lake house, the total area of Phewatal will be 7.616 square kilometers (14 thousand 970 ropani 5 anna 2 dam), said Metropolitan Acharya. By including 65 meters, the area to be maintained is 1.89 square kilometers (3,535 ropani) more than previously identified by the government.
