25 billion 37 million more than the current year
The budget of the Ministry of Urban Development has been increased in a large size, due to which the former secretaries suspect that the budget may be increased by keeping a piecemeal plan as in the current financial year. There are only about 100 schemes of 1 lakh under this ministry in the current financial year. Former Secretary Arjunjung Thapa said that there is a risk of repeating the same fate in the next fiscal year.
"Now it is said that small plans will not be kept in the Union's budget," he said, "but because of the increase in the budget, small plans may have been kept." 92.63 billion rupees have been allocated for the Ministry of Urban Development in the current year. But for the next year, the budget has been increased to 1 trillion 18 billion rupees, which is 25 billion 37 million rupees more than the current year.
Although the number of new cities has been increased to 54, 10 cities have been prioritized in the next year's budget. It is mentioned in the budget statement presented by Deputy Prime Minister and Finance Minister Bishnu Paudel in both Houses of Parliament on Thursday that 1 billion rupees have been allocated for 10 new cities under construction under Madhyapahari Highway.
Due to lack of sufficient budget, the construction work of the new city project has not been able to accelerate. It is mentioned in the budget that the concept of utility corridor will be implemented to improve the beauty and quality of basic services in major cities including Kathmandu Valley.
The construction of Jaharsingh Paua Stadium and Ganeshman Singh Park in Shankarapur, Kathmandu and Madan Bhandari Multipurpose Park in Budhanilkanth-Gokarneshwar will be started from next year. It is mentioned in the budget that an international level exhibition hall will be constructed at Bhanu Sahitya Udyan and Bhrikutimandap at Chundi Ramgha in Tanahun.
Finance Minister Paudel said that a budget of 1 billion rupees has been allocated to complete 129 administrative buildings of the municipality. It is mentioned in the budget statement that the construction of the Federal Parliament and the Supreme Court building will be completed in the coming year and the archeological significance of Sheetal Niwas, Harihar Bhavan, Sri Mahal and gallery meeting will be reconstructed.
In partnership with the municipality and the private sector, a waste processing center with modern technology will be established and materials such as energy, fertilizer, briquettes will be produced. Finance Minister Paudel said that necessary infrastructure will be built to clean the rivers of the valley, including Bagmati, and corridor roads will be expanded in the valley.
8 billion 90 million rupees have been allocated for the construction of local and suspension bridges. The City Development Fund will be restructured and the investment capacity will be increased and the Terai Madhesh prosperity and local infrastructure support program will be continued. A budget of Rs 1.2 billion has been allocated for that.
Former Secretary Maniram Gelal said that there are good programs under the Ministry of Urban Development this time. "There was no big exhibition hall, it is good to build it in Bhrikutimandap, it is said to build a garbage processing center in collaboration with the municipality and the private sector, it was very urgent," he said, "but for a new city, sufficient budget is needed, but that is not there." "It is understood that this year's budget of the association has been cut down on small projects," he said, "If it is kept, it will be wrong, the association should not work on small projects worth 40-50 million anymore, such projects should be sent to the provincial and local levels."
One thousand houses will be built in the next fiscal year under Janata Awas program. Similarly, 75 crore rupees have been allocated to replace the thatch roofs of 5,000 houses under the safe civil housing. Finance Minister Paudel claims that 727 kilometers of urban and rural roads can be paved and upgraded, 46 local road bridges and 200 suspension bridges can be constructed in the financial year 2082/83.
Finance Minister Paudel said that additional 100 electric buses will be provided for common transport to make the transport system of Kathmandu Valley more environmentally friendly. "Mass transport will be encouraged to operate in urban areas to manage the passenger pressure of public transport," the budget statement said, "Encouraging the use of electric vehicles to be reliable, quality and sustainable, the private sector will be attracted to build charging stations and workshops."
