In the last decade, the effects of climate change have been adding unexpected environmental, economic and social burdens to Nepalese one after another, but the government has ignored them in the annual budget.
Even the points included in the budget presented in the Parliament for the next fiscal year are limited in implementation of the melting mountains, drying glaciers and the conclusions of the Everest Dialogue recently held in Kathmandu. Solution-oriented plans and programs have not found a place at the community level. For example: Although the negative impact of climate change in agriculture, drinking water, irrigation and other sectors is pointed out in the budget statement, community level programs and plans to deal with it have not been revealed.
Climate and Disaster Preparedness and Response Expert Dinanath Bhandari said that since foreign countries will contribute to the impact of climate change, the related plans and programs are ignored in the internal budget by expecting foreign aid. "It is not good for the government to show indifference to include the community level in climate change related plans," he said.
Maheshwar Dhakal, Joint Secretary of the Climate Change Management Division in the Ministry of Forests and Environment, says that it is important to include the implementation of the conclusions of the Everest Dialogue in the budget. "There is a need to bring policy clarity to cover all dimensions of carbon trading in the international market at a competitive price, to maintain human-wildlife coexistence, and to support the community's economic development, it should be said that the forest-based program is comprehensive," said Joint Secretary Dhakal.
Climate adaptation programs related to food security and people's lives will also be linked with other relevant ministries, he said. "The Ministry of Forestry is to cooperate with all interrelated ministries, the budget has relatively covered it, but it is appropriate to pay attention to how the implementation will be," he added . In the
budget statement, it is said that in accordance with the principle of climate justice, Nepal will be advocated in international forums for the protection of interests, financial access to the climate fund will be enhanced and climate adaptation programs will be internalized to the provincial and local levels in cooperation with the international community. It is mentioned that in the context of drying up of traditional sources of drinking water due to the effects of climate change, increasing urbanization and overexploitation of underground water, water supply projects with reservoirs, recharge of underground water sources and revival of drinking water sources will be conducted. 3 billion 85 crore rupees have been allocated to construct 184 projects under climate adapted drinking water project.
Allocation of 18.5 billion rupees for post-disaster reconstruction
The government has allocated 18.5 billion rupees for the reconstruction of private houses, schools, public infrastructure, archaeological and cultural heritage damaged by earthquakes and monsoon disasters.
It is said that a quality and reliable weather information system will be developed to reduce the damage by developing a disaster warning system, it is said that emphasis will be placed on developing the capacity of human resources including security agencies involved in disaster management and response and adopting safe technology . It is mentioned that the headworks of Melamchi water supply project will be reconstructed in a safe place from the point of view of disaster risk.
Bhandari, an expert on climate and disaster preparedness and response, said that the budget for post-disaster reconstruction is meaningful even though the budget program does not include much in the matter of climate change. He said that if the allocated budget can be used, it will have a positive effect on the rehabilitation of those affected by climate-related disasters.
