The District Administration Office, Kathmandu, has provided separate time for the ruling UML and the Rajawadi group for Thursday's demonstration and program. The administration allocated time to first organize the program for UML and then to organize the demonstration of Rajawadi.
The administration has requested the UML to start the program at Bhrikutimandap from 10:30 AM and finish it by 2:30 PM. After that, Ashok Kumar Bhandari, Assistant Chief District Officer of Kathmandu, informed that Rajawadi had been given time to demonstrate in Shantibati area. "The time has been allotted after the discussion with the leaders of UML and RPP," he said.
UML has a program to celebrate Republic Day on Thursday. The parties and monarchist groups including the RPP have announced an indefinite demonstration from Thursday with the demand for the restoration of the monarchy and Hindu Rashtra. Rajawadi's demonstration on Chait 15 turned violent. On the other hand, a few days ago, UML President and Prime Minister KP Sharma Oli also instructed party workers to keep Kathmandu under control for a few hours on Thursday. For the same reason, this time, the interest in the security system has increased.
Kathmandu Police Chief SSP Vishwa Adhikari says that the security system has been tightened in every way. "We will support the activities according to the law," said the official, "we will also take action against those who do not follow the law." Although the RPP has not sent a letter to the administration office for the demonstration, it has requested the supporters to gather at Shantibatika at 12 o'clock. "There is no need to take time from anyone for the movement," RPP spokesperson Sagun Sunder Lavati said. "We have asked them to gather on the streets with umbrellas and water bottles as there may be rain," Lavati said, "It will be a form of civil disobedience and satyagraha movement." Earlier, RPP President Rajendra Lingden had warned of retaliation if the UML obstructed them.
Similarly, the National Human Rights Commission also expressed interest in saying that it is against the spirit of the rule of law for a person who is in the leadership of the government to make such an expression after Prime Minister Oli's statement. The Commission has mentioned that in a democratic system, any group, person or party is guaranteed the freedom to express their views and opinions. Also, using provocative language aimed at the opinions of others is a violation of the values and beliefs of human rights, and it has also been requested not to make provocative expressions. The commission appealed to make the protest peaceful and asked the chief district officers and district police chiefs of Kathmandu and Lalitpur to be serious about peace and security.
Meanwhile, in the incident of Chait 15, the public prosecutor's office has prepared separate charge sheets and filed a case against 50 people and 11 people, including RPP Senior Vice President Ravindra Mishra and General Minister and MP Dhavalshamsher Jabara, Durga Prasad Prasain. 11 people have been registered under criminal nuisance and others have been registered as individual cases. A case has also been filed in the Juvenile Court against four children accused of being involved in violent demonstrations. Journalist Suresh Rajak and 29-year-old Sabin Maharjan of Kirtipur-4 were killed during the Rajawadi demonstration on Chait 15. 20 people were injured in police firing.
