Deputy Professor Subas Sharma has been appointed as the head of Public Administration Campus Balkhu on Wednesday. The Tribhuvan University Executive Council meeting presided over by Acting Vice-Chancellor Khadg KC decided to appoint Sharma as the Campus Head on Tuesday.
According to the campus, he accepted the appointment letter on Wednesday. The newly appointed Sharma is the Deputy Professor of Development Administration and Local Government System, while he was also the President of the Public Administration Campus Professors Association Unit.
The selection and recommendation committee (short committee) formed by the campus management committee last February recommended the names of associate professor Haribhakt Shahi, Sharma and deputy professor Tekraj Paudel for the appointment of the campus head. Based on the recommendations made by the
short committee, the executive council has an arrangement to appoint the campus head for a 4-year term. The campus management committee chaired by associate professor Narendraraj Paudel, chaired by professor Balkrishna Shrestha, had formed a committee with professor Silu Pradhanang and Achut Gyawali as members. President Paudel said that the
committee evaluated the applicants based on the procedure and recommended names. Haribhakt Shahi, acting head of the campus, has been running the university's public administration campus for 9 years.
Although he was the ex-officio member-secretary of the Royal Board of Directors, he was blocking the meeting of the Board of Directors and the formation of the search committee. Since 2077, efforts have been made to form a search committee for the appointment of the campus head and to proceed with the process, but it has been unsuccessful.
Paudel has also been trying to postpone the meeting of the board of directors since last December. After Shahi, the head of the campus, decided to cancel the meeting, the executive council of the university, the then vice chancellor Kesharjung Baral and other officials and the management faculty dean's office also intervened to cancel the meeting. A search committee was formed in the meeting held in the presence of Dean Mahanand Chalise, Faculty of Management.
An official said that Shahi was ready after the Executive Council warned that it would be suspended if it disobeyed the instructions to call the meeting. Tirtharaj Khanian, the former vice-chancellor of TRI, appointed Shahi as the campus head on 7 November 2073. At that time, the professor of the campus raised a question saying that Shahi was appointed on the basis of political affiliation from the most Kanist.
According to the University Law, his tenure ended on October 7, 2077. But the former vice-chancellor Dharmakant Baskota gave the responsibility of acting campus head until there is another arrangement. In the rules of the University, there is a provision that the position of the campus head and other officials can be assigned for a maximum of 3 months. According to Shahi, the teachers of public administration campus extended their tenure by 5 years by making many attempts to obstruct the appointment of new campus head. It is alleged that Shahi, while in charge of the campus head against the rules of
, committed irregularities in the financial and examination and academic programs. Professors, staff and students from the University, Ministry of Education, Vice-Chancellor's Office to the Abuse of Authority Investigation Commission and the National Vigilance Center have repeatedly complained about Shahi's unlawful tenure as the campus head.
The professors complain that Shahi is acting against the code of conduct of the exam by making his son participate in the exam. It has also been revealed that he has appointed the relatives of leaders of Congress, UML and Maoists on contracts and wages to illegally retain the position of the campus head. Even though the campus conducted the examination for filling the staff positions, the results were not made public, but 8 relatives were given jobs.
Similarly, he has been accused of irregularity in the fees collected from students. The head of the campus, Shahi, was also elected as the president of the Swaviyu University of the same campus in the year 2063 on behalf of the Union Association. It is alleged that he is holding on to the position of campus head illegally based on political access.
