The municipality has requested the Abuse of Authority Investigation Commission and the Central Investigation Bureau (CIB) to investigate the fact that the land of Mardhar Wetlands located in Chandrapur Municipality-8, which is known as a tourist area, has been registered in the name of an individual.

As the government land of the wetlands has been in the news lately, the municipality has investigated  An application has been made to both agencies to take action against the culprits and bring them back. The ward office has also stopped collecting the property tax of wetland land in the name of individuals.   

After the land registry office Chandranigahpur failed to cancel the writ, the municipality has filed a case in the High Court of Birgunj. Out of the 100 bigha land in the Mardhar wetland area, 10 bigha land in the lake area has been passed in the name of individuals.

Mayor Sanjay Kafle said that there could be an agreement between the concerned agencies and that the wetland land should be returned anyway. "We have also requested the authorities and CIB to investigate," he said, "If the truth is investigated, we can bring back the wetlands." It has become a challenge.' 

A team with the mayor's convoy has gone to the capital and submitted an application to both agencies. The Ministry of Tourism of Madhesh Province spent 35 lakh rupees last year for the protection and promotion of wetlands and built structures such as rest houses, toilets and fences. In the same year, the state government allocated 15 million rupees for the development of Mardhar wetlands. When trying to spend the money, the secret of the land mafia in their name has been revealed . City chief Kafle said that the money was returned after it was made public that it had been passed in the name of the person. 

After the registration of wetland land was passed in the name of an individual, even the municipality was surprised. Out of that land, 80 bighas have been built and settled by those who came from Dhiyal of Makwanpur. Now the wetland area is limited to 10 bighas . CIB Chief AIG Chandra Kuber Khapung said that the process will be carried forward after understanding the reality of the application given by Chandrapur Municipality. He said, 'Whether it falls within the jurisdiction of CIB or not, you can only know by looking at the complaint.'

The municipality has appealed to the court, authority and CIB for the return of 10 bighas of land where the lake is located. In the beginning, the process of canceling the document was initiated from the ship. On November 20th, the municipality had written to the Land Port Office Chandranigahpur to proceed with the process of canceling the registration in the name of the public lake.

Malpot sent a letter stating that the registration cannot be revoked because the wetland land was registered in the name of an individual by the then commission, but went to the municipal court . Dilip Koirala, legal advisor of the municipality, said that the case filed in the High Court Birganj is in the process of decision. "Rather than letting it end like this, we have filed a petition considering that it is necessary for the authorities and CIB to investigate," he said, "It is necessary to take initiative from all sides." Government land is being ruled by the mafia.'

There is a settlement of those who have moved from Dhiyal in the eastern area of ​​the wetland. The municipality has started an internal study on the transfer of land in the settlement area as well. With the collusion of the land mafia, the land in the west of the lake has also been passed in the name of individuals. The municipal office has informed that the wetland area with the lake has been divided in whose name.

Hem Bahadur Malla, the then forest minister of the Panchayat period, after the settlement was removed from Dhiyal of Makwanpur, they settled here by passing wetland land. According to the Malpot Office, the high-level commission for the strengthening of the forest area divided 80 bighas of land and passed it. It is the understanding of the municipality that the encroachment of the wetland land has increased after the Commission passed the wetlands in the name of individuals, claiming that they were the owners of Dhiyal.

It is mentioned in the letter that according to the decision of the Council of Ministers dated 15th June 2046, the lands of the wetlands were allotted and allotted to them. It is mentioned in the commission's letter that most of them were given land at the rate of 10/10. Safla Neupane of Makwanpur Dhiyal has got 7 pieces of Lalpurja of Lot No. 170 . The remaining 19 people divided the land at the rate of 10/10 and it is seen from the paper in the property that Lalpurja was handed over.

Most of those removed from Dhiyal were given land in the new settlement of Gujra municipality (then Rangpur VDC). Ward 8 chairman Jitendra Chaudhary said that they may have transferred the land of Mardhar to their name at the same time.

For 3 years, the wetland ward has not collected the property tax . The landowners have been pressuring them to pay the tiro by reaching the ward office . After the land mafia started occupying the land in the wetland area, the local people have formed a struggle committee to protect it.

There is a large pond in the wetland. Tourists have been made worth visiting there. But after the mafia passed the wetlands in their name, initiatives were started to return them, said Shiv Prasad Acharya, coordinator of the Sagharsh Committee. After Nunthar, Jangejharna, Shivnagar, Maulapur, Nijanandham in the district, the wetlands are among the places to visit for tourists.
