The Federal Democratic Front has called for the withdrawal of the Land Bill as unacceptable. The government has submitted a bill in the House of Representatives on 31st Baisakh to amend some of the Nepal Acts related to land. The front of Madhesh-centric parties has expressed dissatisfaction with the provisions of the said bill.
The meeting held on Wednesday of the Front called the provisions of the Land Bill unconstitutional. "According to the constitution, the right to manage land and keep records of land belongs to the province," concluded the Morcha meeting, "the said bill, which has been introduced by interfering with the jurisdiction of the province, is contrary to the constitution and is also unconstitutional." After the meeting, in a statement issued by the president of Janmat, CK Raut, it is said that the front will oppose the bill.
The front has said that the existing law is enough to solve the problem of squatters. "The problem of the landless and squatters cannot be solved by this bill," the Morcha said in its decision, "The said bill has been brought in such a way that real estate, land mafia, land brokers, corrupt people, forest smugglers, etc. will benefit greatly." Janmat Party spokesperson Sharadsingh Yadav said that the land bill will have a negative impact in many areas. "The front has come to the conclusion that this bill cannot be accepted," he said. "The government should accept the bill." If not, we will oppose it.'
The bill introduced by the government includes controversial provisions to increase the misuse of public land and to allow the sale of land that is in excess of the limit. Earlier, the government had introduced an ordinance related to land on December 29. As soon as the ordinance came, it was in controversy. In the National Assembly, the Janata Samajwadi Party Nepal and the Democratic Socialist Party said they would not support the ordinance. Due to the fact that the parliament did not accept the ordinance, it became inactive without being implemented . The Madhesh-centric party had opposed the separate ordinance at that time . Madhesh-centered parties have united against it since the bill was brought by including the provisions of the ordinance.
Similarly, the Front has demanded the necessary budget management in national pride projects as well as major national projects in Terai Madhesh. Earlier, the front meeting held at the LOSPA office on May 1 said that the priority of the upcoming budget should be in Terai Madhes and backward areas. The front demanded that the upcoming budget should be allocated to Madhes/Terai and backward areas based on population and human development index. From this meeting, the budget management has been demanded by specifying the projects of Terai Madhesh.
The front has demanded to allocate budget for postal road, Nijgadh International Airport, Ramraja Prasad Singh Institute of Health Sciences, Gajendra Narayan Singh Industrial Area expansion and operation, flood protection and flood control. Budget has been demanded for Triyuga canal reconstruction, North-South road projects, including Sikta and Bagmati irrigation projects. Similarly, the front has requested the government to arrange adequate budgets in education, health and agriculture sectors. Public opinion spokesman Yadav said that the front's meeting was focused on two issues, the land bill and the budget. Apart from that, he stated that there was a discussion among the leaders about further strengthening the front.
Madhesh-centric 7 political parties formed a front on 21st Chaitra. Since then, the third meeting of the main committee of the front has been held . Leaders including LoSP President Mahant Thakur, JSP Nepal President Upendra Yadav, Janamat Party President CK Raut, Rashtriya Mukti Party Nepal President Rajendra Mahato, Janata Pragatisheel Party President Hridayash Tripathi participated in the meeting. A basic committee consisting of 3/3 members from each party has been formed with the chairman of the party affiliated to the front and two other representatives from that party. The main committee of the front has 21 members and a 7-member secretariat has been formed with 1/1 representative from each party.
