The Nepal Teachers' Federation has expressed dissatisfaction with the report prepared by the sub-committee under the Education, Health and Information Technology Committee of the Parliament on the School Education Bill. Federation president Laxmikishore Subedi alleged that the report prepared by the sub-committee was anti-teacher.
He warned that if the agreement and agreement reached in the past are not addressed by the committee, he will announce a strong protest. The report submitted by the sub-committee is on the agenda to be discussed in the committee from Wednesday. "We will see in a day or two how the committee will proceed with the discussion," he said, "If the government does not implement the previous agreements on the bill, there is no option to declare a protest." After the publication of the report, a meeting of the central committee of the federation was called. The meeting concluded that the amendment proposal made by the sub-committee is more retrograde than the original bill.

If not, we will come to the streets with a bigger and stronger protest than in April/May.'' The federation said that the bill has not come as per the agreement made by the federation in 2075, 2078 and 2080.
The federation has pointed out that the percentage of internal competition for teachers of temporary nature (relief, temporary, contract, former Umawi, learning grant, technical edge and special education, etc.) is not as agreed. The government had arranged for 75 percent internal competition. In the original bill, it was proposed to make 50 percent permanent through internal competition. The sub-committee has agreed to limit competition to 60 percent.
The federation said that temporary, contract and learning grant teachers were deprived of the competition. The proposed period for periodic promotion of permanent teachers has not been agreed upon. Even within the proposed period, a situation has been arranged to prevent teachers from being promoted by keeping conditions. The report does not mention the calculation of the temporary service period of teachers who have become permanent after temporary service. The issue of adding service from a temporary period for pension purposes was also not followed, said the joint statement.

The report is silent about the professional protection and facilities of the teachers and staff of institutional schools. Subedi said that the report of the sub-committee has done more injustice to the teachers.
"Through this report, just as some trivial issues have been addressed, injustice has been woven against the teaching staff," the statement issued by the federation said, "by making the teaching profession at the school level dignified and attractive, it is sure to increase disgust and aversion towards the profession instead of attracting the best human resources to this profession." The bill proposes that periodic promotion of teachers will be done every 10 years, teacher transfers will be done every two years within the local level, five years at the inter-local level and seven years at the inter-provincial level.
Even though there was agreement on giving minimum wages to school employees, there was no agreement on making the Early Childhood Development Class (ECD) two years and keeping it in the school structure. The sub-committee has agreed on not having a district education office.
