The Chinese government contractor China CAMC Engineering Company Limited (CAMCE) has called the report prepared by the sub-committee formed by the Public Accounts Committee of the Parliament to study and monitor Pokhara Regional International Airport as a 'wrong report' and has many factual errors.
On Tuesday, the contractor company challenged the report of the sub-committee by publishing a statement saying 'about false reports related to the Pokhara Regional International Airport Project'. CAMCE has announced that it is taking it seriously, asking the government agencies to investigate the unauthorized publication of the report, which has not yet been made public, to clarify the false content in it and to reveal the truth of the incident.
The parliamentary sub-committee chaired by RPP MP Rajendra Lingden submitted a report to the main committee in the third week of May, stating that there had been irregularities in the construction of Pokhara International Airport. The report of the project, which is claimed to contain at least 10 billion corruption, has been "not made public" by the audit committee, and the Chinese contractor company has claimed that the public report is "unauthorized" publication in the media and there are many factual errors.
"The contents mentioned about our company in the report do not completely match the facts," the statement said, "showing the lack of in-depth research and objective analysis of the entire implementation process of the project published on the basis of the said report." Which is very surprising and seriously worrying to us.'
China CAMC has stated that its company is a professional and responsible international engineering contractor company and has strictly followed all the legal and regulatory requirements of the Government of Nepal during the bidding, contract and implementation stages of the Pokhara Regional International Airport project . "We have fulfilled all obligations under the contract documents and implementation agreements signed with all parties and have kept complete records of these processes," the company said. He said in a statement that the matter of
tax exemption was implemented according to the signatures of the governments of the two countries and was used according to international standards. "Tax-related matters, our company has strictly followed the tax exemption provisions mentioned in the implementation agreement signed between the governments of Nepal and China." It is also an internationally accepted norm to provide tax exemptions to government-to-government cooperative projects. During the implementation of the project, we strictly followed the approval protocol of the Government of Nepal to complete the entire submission and approval process of master lists of tax exemptions for import of equipment and construction materials. Full documentation of all these approval processes has been preserved," the statement said.
Pokhara Airport was operational from January 1, 2023. CAMCE said that during the implementation phase of this project, the work was completed in March 2022 after overcoming significant challenges such as complex geographical conditions, inflation and the Covid-19 epidemic.
'After joint inspection and approval, the Nepali side and the Chinese side agreed that the project has met the conditions for handover . On December 29, 2022, the project was officially handed over to the Nepalese side after the signing of the handover certificate by the Government of China and the Government of Nepal," the statement said.
