Rights activist Ganesh Vick said that after the union and state governments, the local levels of all the 8 districts of Madhesh have been requested to allocate budgets for the rights of herdsmen and rehabilitate them.

He says that even if the local government only collects data, it will be easy to take initiatives with the provincial and federal governments based on that.
In Monday's program, the Chairman of Karaiyamai Rural Municipality, Shambhu Prasad Yadav, announced the creation of procedures related to data collection, verification and identification of free grazing animals through the policy and program and budget of the next fiscal year 2082/083.
Similarly, Baijnath Prasad Yadav, the mayor of Madhavnarayan Municipality, also said that they will start the work from next year on behalf of the local government. According to the National Harwacharwa Rights Forum, there are about one lakh families who are farmers in Madhesh.
