The free herdsmen of Madhesh have drawn the attention of the local government saying that although the government announced the liberation of the herdsman system, no restoration work has been done. They have drawn the attention of the federal government and the state several times before and now they are demanding that they take initiative for their rights through the local level.

Especially in Madhesh, after taking a loan from a moneylender, in order to pay the interest, the Harwacharwa custom was a form of slavery. The then Prime Minister Sher Bahadur Deuba on July 2, 2079 

Harvacharva had declared liberation. The government announced the end of the herdsmanship system and announced a plan for their rehabilitation, even after prohibiting such inhumane behavior constitutionally and legally. But since then, no work has been done by the government even about the condition of Harwacharwa. How many herbivores are there in the country? What condition are you in? There is no data about that. Because of this, the herdsmen are again forced to go to the old moneylender's house to work.  

The National Harwacharwa Adhikar Manch is calling attention to the local levels of all the 8 districts of Madhesh province demanding their freedom from this situation.

In that sequence, there was a discussion and interaction with the officials of the local government regarding the budget lobbying for the restoration of free herdsmen in Karaiyamai Rural Municipality of Bara and Madhavanarayan Municipality of Rautahat on Monday. Rights activist Ganesh Vick said that after the union and state governments, the local levels of all the 8 districts of Madhesh have been requested to allocate budgets for the rights of herdsmen and rehabilitate them.

'The federal government announced Harwacharwa Mukti. But the program was not given. Those who were living the life of serfs became free. But now they are worried about what to do to earn a living,' he said. He said that the state should take responsibility for their food, shelter and employment. 

For that, first of all, their data should be collected, he said. 'Who was forced to work as a shepherd yesterday? The state has not recognized that. They have no facilities. In this way, how can their economic life become prosperous?,' he said. 

He says that even if the local government only collects data, it will be easy to take initiatives with the provincial and federal governments based on that.
