Congress leader and former foreign minister NP Saud has said that even though the Congress-UML is a strong two-thirds government, it is not working as expected.

 While addressing the function meeting and interaction program in Jaleshwar, he remarked that although the current government formed by the alliance of Congress and UML is a strong government with two-thirds, it is not working as expected by the people. 

Even when there is a strong government of two-thirds, he said that trying to make laws through ordinances is an insult to democratic practice. "The essence of the constitution will be to bring a bill through the parliament, which is the direct representation of the people," he said.

The time has come for the Congress to take leadership towards socialism based on strengthening the organization within the party, youth participation and social justice, he said.
