Varshman Pun, the main opposition Maoist MP, has said that it is more difficult for the MPs of the ruling party to discuss the principles and priorities of the government's appropriation bill for the next financial year.
Participating in the discussion on the principles and priorities of the Appropriation Bill in the Thursday meeting of the House of Representatives, former Finance Minister Pun said that it was not possible to do so this time as the plan should be included in the budget after discussing it three months ago. He said that the MPs of the ruling party are worried about the
being organized in the budget. It is more difficult for the parliamentarians of the ruling party, it is also becoming difficult for the opposition party. It is difficult to distinguish whether the parliamentarians of the ruling party are the ruling party or the opposition party,' he said. Pun also expressed his displeasure that the MPs of the ruling party were giving answers to the questions raised in the parliament.
When the Finance Committee of the House of Representatives convened the Planning Commission and the Ministry of Finance for discussion, Pun recalled that projects and programs could be included in the budget only until the end of March.
'Now we are discussing May 1st and assuming it will happen, so it won't happen . How can this discussion be relevant because there are no schemes which are not included in the scheme bank before 30th of Chait. He said that six and a half thousand plans have come to the bank a month ago. However, now we are talking about principles after the program has been included,' he said, 'so now we have to discuss it three months in advance. But that could not happen this time . There, every ministry has included its projects. However, the Minister of Finance has been discussing principles and priorities.'
Privatization, we went to the market economy and it is necessary to go to a new stage of economic reform while correcting its distortions, Pun said. On the one hand, our overall economy needs to be improved. On the other hand, the professional environment needs to be improved. Also, there is a need to improve the tender process including the method of spending in the public finance system, the method of selecting the plan,' he said.
Pun emphasized on the need to be competitive for financial sector reforms by timely appointment in the regulatory body.
