Accountant General's Report: Financial assistance and personal security did not stop

The Accountant General has raised questions about the repeated violation of standards regarding financial assistance and personal security personnel provided by the Ministry of Home Affairs. According to the report, violation of Civilian Relief, Compensation and Financial Aid Procedure 2068 is ongoing.

"Even though there was a decrease in the expenditure, it was seen that financial aid was given without exceeding the limit set by the procedure," the report says, "The procedure approved by the Council of Ministers must be followed." The report states that 25.51 lakh 54 thousand financial aid, relief and treatment expenses were paid to 53 people including the former president and incumbent members of the House of Representatives and other ordinary citizens, exceeding the limit set by the procedure.

Similarly, it is mentioned in the report that 974 security personnel from Nepal Police and Armed Police Force have been deployed for the protection of special persons. According to the Security Management Procedures for Special Persons, 2081 and the Act on Remuneration and Facilities of Officials and Members of the Federal Parliament, 2073, it is mentioned that a total of 506 security personnel can be mobilized for personal security. However, the Accountant General has raised questions that 974 security personnel have been assigned as personal security personnel in excess of the number specified by the procedure and law. It is suggested by the Accounts General to deploy security personnel as per the procedure.

According to the suggestions given to the Ministry of Home Affairs in the past, there has been no improvement and there has been a repeat of the past. The General Accountant has said that there is no progress in actions such as the need to control peace security and financial aid expenses, and the need to expand the capacity of prisons. Similarly, the General Account has raised issues such as physical infrastructure is not as per requirement, traffic management agencies are not coordinated, complaints are not processed, compensation is not distributed, clothing is not distributed as per norms.

The General Account has said that 112 million 12 lakh 18 thousand unemployed of the Ministry of Home Affairs and 397 subordinate agencies have been found. It is said that 3 crore 81 lakh 16 thousand of them are overdue peski.
