The meeting of the House of Representatives on Tuesday was blocked for a while by the ruling parties, Civil Liberation Party and Janmat Party. Both the parties blocked the proceedings of the House of Representatives meeting, demanding an investigation into the arrest of Resham Choudhary, the guardian of the Citizens' Liberation Party, on May 17.

Both the parties blocked the House demanding the Speaker Devraj Ghimire to rule in the name of the government. But Speaker Ghimire did not agree to rule on the arrest of Resham Chaudhary saying that he had already asked to answer the issues raised by the parliamentarians during the zero and special time of the parliament. 

After that, MPs of Civil Liberation and Janmaat Party stood up from their seats and did not allow the proceedings of the meeting to continue. After the Speaker tried to continue the discussion on policies and programs, MPs of both parties blocked it.

Although the emergency and zero time of the House of Representatives was allowed to run, both parties did not allow the discussion on policies and programs to proceed. 

Speaker Ghimire repeatedly claimed that the government has heard the points raised by MPs. He said that the government will respond at the appropriate time but it is not appropriate for him to respond when that will be.

Parliamentarians of both parties refused to sit in the meeting on Monday saying that if the government did not respond, they would block the parliament from Tuesday. 

After that Speaker Ghimire informed that on May 25, Home Minister Ramesh Akhtar gave a verbal commitment that he would give an answer . After that, the MP for civil emancipation and public opinion sat in his seat . And the discussion on policies and programs has continued. 

Earlier, at the beginning of the House of Representatives meeting, the President of Civil Liberties, Ranjita Shrestha, requested the government to conduct a fair investigation into the arrest of Resham Chaudhary on May 17.

Resham Choudhary, the patron of Civil Liberties Party, was arrested from Police Pragya Academy on May 17. Chaudhary was arrested by the police when he was participating in a program of unity between the Civil Liberties Party and the Janmat Party. Chaudhary was arrested by the police who took an unauthorized letter written by Supreme Court Branch Officer Mahimansingh Bista .

The Civil Liberties Party has demanded a fair investigation of the incident and to ensure that such incidents do not recur in the future. In Tuesday's meeting of the House of Representatives, the chairman of the party, Shrestha, made this demand to the government.

'I am in the government, I am on the side of power, but the basic spirit of democracy is to stand on the side of truth . Questioning, protesting and speaking in favor of justice is the essence of democracy. The question with the government is how an elected representative, people's leader is arrested from a venue ? How do the mechanisms of the state put a person's receipt above the law?,' Shrestha said, 'I am not angry, I have come with a request . I would like to have faith in the government and ask for a deep study of this incident. It is not just the arrest of one person that has hurt the faith in federalism, inclusiveness and democracy. Let there be a fair investigation of the administrative attitude in the incident on Baisakh 17.'

President Shrestha said that the party is waiting for the government's response. She said, 'We are waiting for the answer . I would like to say that this kind of behavior should not be repeated in the future.' She demanded that the Parliament should also keep its vigilance on this incident and create an environment that maintains faith in democracy.

After the arrest of Resham Choudhary, the unity between Civil Liberation and Janmaat Party has been broken . The Supreme Court officer who wrote the letter to arrest Chaudhary was arrested by the police on May 17 and is being investigated.
