The Nepal School Staff Council has announced a strike expressing dissatisfaction with the 9-point agreement reached between the Ministry of Education, Science and Technology and the Nepal Teachers' Federation.
After the 27-day-long protest in Kathmandu, the protest was suspended after 9 points were agreed between the officials of the Ministry of Education and the federation on May 17. However, the school staff council has objected to the 'fraudulent' talks conducted by making the presidents of various teachers' organizations mute. The Council has accused the federation and the government of making a unilateral agreement in complete disregard of the minority opinion of the school staff and contrary to the essence of the institutional opinion. Through a
press conference, the general secretary of the Council, Shantinath Yogi, has objected to the fact that the Federation leadership has lobbied to ensure inter-caste services-facilities such as matching grades with civil servants, giving permanent and all types of teachers unaffordable allowances, keeping teachers in the order of dignity, making the salary of temporary first-class teachers the same as second-class teachers, and leaving the school staff on the streets.
The School Staff Council has demanded that the discrimination between teachers and staff should be ended, the agreement reached so far should be implemented, the sick leave of the school staff should be accumulated, the salary scale should be maintained, they should also be provided with affordable allowances, the Education Act should be promulgated within the stipulated time and the judgment of the Supreme Court should be implemented. Gangaram Tiwari, president of the
council, said that the teachers' federation ignored the services and facilities of the school staff and only raised the issue of their grade adjustment and unaffordable allowance. He has warned that he will never accept the single agreement between the government and the federation.
'They get a salary of one lakh, we don't mind. But kicking our services and adjusting their grades, bringing in inaccessible allowances ? Where does that happen? We will never accept,' he said, 'We have shown our strength to the government and the federation in the past - when we agreed to sit in the maitighar for 39 days.'
Council has formed a 15-member movement mobilization committee under the coordination of Babban Mishra for the movement.
Similarly, the council has decided to work in the work area with black tape from May 21st to June 3rd, to submit attention letters to all 753 local levels on June 4th, to form district-level movement mobilization committees on June 5th, to submit attention letters with information about the movement to all 77 education development and coordination units on June 6th, and to give information about the movement to all 7 provinces on June 7th.
