Congress General Minister Gagan Thapa has stopped going to high-level political machinery meetings since the second week of March. With the departure of Thapa, the existence of the two-party system under the 'command' of Prime Minister KP Sharma Oli and Congress President Sher Bahadur Deuba is in crisis.

mechanism has been discussing the political appointments made by the government, transfer, promotion and political issues. But, what will the mechanism look at? What not to watch? The dispute arose because the jurisdiction was not clear and the government did not even implement the agreement made by the mechanism. 

The absence of Thapa, who represents a different ideological line within the Congress, has affected the mechanism meeting. Since then, Thapa has stopped going to the mechanism meetings.

Ghising, who had only three months remaining in his tenure, was removed by the government on March 11. Since there is no jurisdiction for the work to be done by the mechanism, Thapa started to avoid saying that the burden of the government's  wrong decisions should also be borne. During the meeting of the

mechanism and also in other meetings, Thapa repeatedly suggested to the Prime Minister not to remove Ghising, who has only three months left in his tenure. The Prime Minister and his advisers also  Thapa was informed that Ghising would not be removed. However, Thapa is dissatisfied after the Prime Minister took steps on the contrary. Immediately, he wrote a 'status' on the social media expressing strong anger towards the working style of the Prime Minister.

'Dissatisfaction is increasing among the common citizens . There, in the pan of dissatisfaction, a hot pot is being heated to bake the bread of selfishness. At such a time, addressing the dissatisfaction with the government's delivery, we will work hard day and night to put out the fire, while the government itself will add kerosene to the fire of dissatisfaction?'' said Thapa.

After Thapa's public displeasure, Prime Minister Oli called a mechanism meeting on March 3 to discuss the teachers' movement, appointment of the governor and other disagreements between the two parties. The leaders who were waiting for Thapa in Bara at Baluwatar got angry when he went home without going to the mechanism meeting held at Baluwatar even after he came down from Kathmandu. After

Thapa did not go, on that day, even the mechanism meeting ended with a general discussion without sitting formally. Since then, he has left to go to Baluwatar, the leaders close to him say . The dialogue between the government and the Federation of Teachers was held not in Baluwatar but in the residence of Congress Vice President Purna Bahadur Khadka. A leader who participated in the meeting held at Khadka Niwas on Monday said that the name of the mechanism was not given even though such problem mechanisms were discussed before the

. Khadka, Thapa, another General Minister Bishwa Prakash Sharma and Home Minister Ramesh Ukhtar participated in the meeting, while from UML General Secretary Shankar Pokharel, Deputy Prime Minister and Finance Minister Bishnu Paudel and Education Minister Raghuji Pant participated in the meeting.

There has been a dialogue in Khadka's residence even before that about the issue of teachers' movement. A two-party mechanism was formed last December to make the government effective and to facilitate the removal of disagreements between the ruling parties. Party officials and ministers of both parties are also participating in the mechanism.

A mechanism of this nature was also set up to coordinate between the government and the party. In which senior vice president Ishwar Pokharel, general secretary Shankar Pokharel, deputy prime minister and finance minister Bishnu Paudel and political adviser to the prime minister Bishnu Rimal are members from UML, while vice chairman Khadka, general minister Thapa, home minister writer and foreign minister Arju Rana are from Congress. It is understood that Congress vice-chairman Khadka and UML senior vice-president Ishwar Pokhre will be appointed alternate coordinators to coordinate the meetings and discussions of the

mechanism. Not only at the center, but a similar mechanism was also made at the provincial and local levels. Since its effectiveness is not seen at the center, it has not been able to work even at the local level .

A large section of the Congress was already dissatisfied with the government regarding the working style of the Prime Minister. Recently, Thapa and another general minister Vishwaprakash Sharma are also dissatisfied. Even the disaffected within the party were tried to find a solution through the mechanism . The team led by Chief Minister Thapa was working through the mechanism in policy work and law making for the government.

Five of the 6 ordinances brought by the government to amend dozens of Nepal Acts have been passed by the last winter session and have been implemented . Promotion of good governance and public service delivery, economic and business environment improvement and investment enhancement, cooperatives, economic procedures and financial responsibility (first amendment) and privatization (first amendment) ordinance was prepared by the team led by Thapa.

A leader close to him said that Thapa made a policy of not going to the meeting until the jurisdiction of the mechanism was clear, instead of implementing the work that was reformed in the law. Regarding the appointment of the governor, accusations/counter-accusations have started publicly between Prime Minister Oli and General Minister Thapa.

Thapa alleged that the middlemen have access to the Prime Minister's bedroom in the matter of appointing the governor. I don't say this is the prime minister and that is the prime minister.
