Congress General Minister Gagan Thapa has stopped going to high-level political machinery meetings since the second week of March. With the departure of Thapa, the existence of the two-party system under the 'command' of Prime Minister KP Sharma Oli and Congress President Sher Bahadur Deuba is in crisis.

There has been a dialogue in Khadka's residence even before that about the issue of teachers' movement. A two-party mechanism was formed last December to make the government effective and to facilitate the removal of disagreements between the ruling parties. Party officials and ministers of both parties are also participating in the mechanism.
