People over 65 years of age will not be appointed as the Governor of Nepal Rastra Bank. Supreme Court Justices Til Prasad Shrestha and Balkrishna Dhakal have temporarily stopped the implementation of the 'Standards 2073 regarding the appointment and nomination of officials and members of public bodies related to the Ministry of Finance', and persons over 65 years of age will not be appointed as governors.
On Wednesday, the bench of Justice Shrestha and Dhakal ordered the continuation of the short-term interim order issued by the bench of Judge Nityanand Pandey in the writ filed by advocate Vishal Thapa and others.
According to Supreme Court Information Officer and Assistant Spokesperson Nirajan Pandey, the bench of Justice Shrestha and Dhakal continued the short-term interim order issued earlier while hearing the petition filed by Advocate Thapa and others.
The Supreme Court has told the government not to implement the amendment to the criteria for appointing officials and members of public bodies over 65 years of age. When the process of appointing the governor was going forward, the Ministry of Finance had amended the criteria and made a provision to appoint those who have reached the age of 65 .
Through the 'Standards for Appointment and Nomination of Officials and Members of Public Bodies Affiliated to the Ministry of Finance 2073' (Second Amendment), the way to be appointed as officers and members was opened for people who have passed the age of 65.
There are 15 institutions including Rashtra Bank, Securities Board, and Insurance Authority as public bodies affiliated to the Ministry of Finance. For the time being, the government was criticized for revising the criteria targeting the appointment of the Governor of the National Bank, and a writ petition was filed in the Supreme Court.
There is no mention of what order the Supreme Court has issued regarding the supplementary petition filed by advocate Thapa and others stating that Gunakar Bhatt, who resigned as the executive director of Nepal Rastra Bank, should not be appointed as the governor. It is said that it will be known after the written order of the bench of Judges Shrestha and Dhakal that the writ against 65 years is continued but not to appoint Bhatt. According to the Supreme Court administration, the written order to continue the short-term interim order will come only on Friday.
