The transferred office assistants have not been able to appear for one and a half years when they are not working in the field of the principal of Janata Basic School located in Balan Bihul Rural Municipality-4 of Saptari. Radheshyam Paswan, who got a temporary appointment 23 years ago, was working as an office assistant in that school.
Paswan says that he was prevented from appearing after he did not go to work in the farm of Baleshwar Yadav, the principal who was transferred last time.
"The principal asked me to go with his wife and spread 50 kg of fertilizer in the field, but I didn't agree," says Paswan, "I was not allowed to attend from the second day." Later, I went to the rural municipality and asked for an appearance. But there was a transfer letter.'
According to the letter of 080 Mansir 26 of the rural municipality, Paswan has been transferred to Salhesh Dalit National Basic School located in the same ward. But he was not made to appear as the office assistant was already there. "Again, when I ran to the rural municipality for 12/15 days, I was given a job transfer letter for the National Basic School, but I was not allowed to appear there," says Paswan.
2059 Paswan, who was temporarily appointed on 5th Baisakh, has not even received salary allowance for one and a half years. Paswan last received a salary of Rs 20,536 in August 2080. "For the first three years, I did not get any salary while working in the school, later I continued to work for a long time even with a salary of only 100 rupees, but now the job is stalled," he says. He says, "I asked him to cut the bushes growing in the school premises, but he refused, so I consulted the school management committee and took action against him." "After Paswan was not allowed to attend, he was transferred immediately to resolve the dispute," he said. However, the norms regarding job transfer of school teachers and staff have not been made in the rural municipality.
Sakaldev Mandal, acting chief administrative officer of the rural municipality, says, 'It is unreasonable to transfer a job even when there is only one office assistant, and failing to show up at the place where the job is transferred is confirmed as a wrongdoing.' Mandal says that he will take the decision after discussing with the education branch and the public representative because he has only been in charge of the role for three months and he has only recently received information about the incident of Paswan's victim.
Village chairman Khemchandra Yadav informed that efforts are being made to make Paswas attend another school. "It has come to my knowledge that he was banned from attending due to disobedience," he says, "There is no office assistant in the National Primary School Belhi, we are trying to keep him there, but we have not been able to make him attend due to the lack of atmosphere."
