In the bill related to the federal civil service, the Public Service Commission has submitted a proposal to the Public Order and Good Governance Committee on how to implement the retirement age of civil service employees at 60 years. Currently, there is a legal provision for employees to retire at the age of 58.
There is no consensus between the parliamentary committee and the staff leadership on how to implement the retirement age from 58 to 60 years. Chairman of the State Administration and Good Governance Committee Ramhari Khatiwada and MPs have been saying that the two-year period should not be applied at once.
During the discussion in the parliamentary committee on the bill made to regulate the formation, operation and conditions of service of the federal civil service, Chief Secretary Ek Narayan Aryal, Finance Secretary Ghanshyam Upadhyay, Secretary of the Ministry of General Administration Ravilal Panth and other officials who were present on behalf of the government said that the system of retirement age from 58 to 60 years should be implemented at the same time.
The Chief Secretary and Secretaries said that the system should be implemented at once. Responding to the Public Administration Committee, the Public Service Commission has suggested that the mandatory retirement age of employees be increased from 58 to 60 years and implemented in three stages.
The Public Service Commission has suggested the language to be written in the bill on the method of implementing the retirement age in the suggestion given to the State Administration Committee. "From the date of commencement of this Act, the mandatory retirement age of civil servants will be 58 years until the current financial year, 58 years and 6 months for the first 6 months thereafter, 59 years for the second 1 year thereafter and 60 years for all employees after 1 year," the Commission said in a letter submitted to the Public Administration and Good Governance Committee on Baisakh Sunday.
