The civil servants have demanded that they should be able to study and teach the preparation class for the examination conducted by the Public Service Commission. The leaders of the employees' union have demanded that there should be a legal provision that the employees should be able to study and teach for the exams conducted by the commission after taking pre-approval. They demand to be able to use their subject expertise.
This demand was made by the leaders of the employee union in the discussion held on Tuesday in the Public Order and Good Governance Committee on the bill made to regulate the formation, operation and conditions of service of the federal civil service.
Federal Parliament Secretariat Staff Union President Renuka Subedi said that the proposal made in the Federal Civil Service Bill is not correct. Section 82 (3) of the bill proposes, 'No civil servant shall be allowed to train in the training program conducted for the preparation of the competitive examination to be taken by the Public Service Commission or the public body for filling the posts.'
President Subedi said that she has placed before the committee the demand to remove that system and maintain the current system. She said, 'Since this arrangement will affect the development of intellectual capacity of the employees, according to the arrangement in the old Civil Service Act, the provision of studying and teaching should be maintained.'
In the current provisions of the Civil Service Act, it is provided that training or research can be conducted in educational, academic or training institutions outside of office hours with the prior approval of the authority. Employees involved in the process of competitive examinations taken by the Public Service Commission or public bodies for filling positions were prohibited from participating in the process of such examinations for one year after participating in the training program. This provision was removed saying that employees going to teach without working in the office is not the work of a service provider. After the new Federal Civil Service Act, it has been proposed that employees cannot teach.
