Prime Minister KP Sharma Oli accepted the resignation of Tribhuvan University Vice Chancellor Kesharjung Baral on Thursday. Even though Baral had resigned on 15th March, it was kept on hold because of the need to verify his identity. Although the resignation was accepted two weeks later, the responsibilities of the Acting Vice-Chancellor have not been specified. Baral resigned from the post saying that there was non-cooperation and interference of Prime Minister and Chancellor Oli.
He alleges that Oli has been uncooperative since he was appointed as the Prime Minister and has recently interfered with the autonomy of the university. Baral said that political parties including the ruling UML did not cooperate when trying to reform the university. He was appointed Vice-Chancellor on the basis of competition on 10 February last year. At that time the Chancellor and Prime Minister was Pushpa Kamal Dahal.
After Baral resigned from the vice-chancellorship, the daily administrative work at the university has come to a standstill. In the Tertiary Act, there is a provision that the Rector can take over the responsibilities of the vice-chancellor for 3 months during his absence. According to this, the Rector of Trivima has a practice of using nimitta. Earlier, after the tenure of Dharmakant Baskota, Rector Shivlal Bhusal and Teerth Khaniyan, Rector Sudha Tripathi got the responsibility. There is also a provision in the
act that the chancellor can give the responsibility of the vice-chancellor to the most senior professor for a maximum of 3 months. Since the rector has not been appointed as a deputy, the professors are guessing that Chancellor Oli is trying to assign the responsibility to someone. The professors say that the daily administrative work of the university will become more uncertain if it is not designated as a
. There is a provision to form a recommendation committee for the appointment of the vice-chancellor under the coordination of the education minister and the vice-chancellor. It will take a few weeks for committee formation, vice chancellor recommendation and appointment.
After Baral's resignation, pressure has increased on Rector Khadg KC and Registrar Kedar Rizal to resign. The Amalenik Aneraswawiyu and the Maoist Akhil Revolutionary are demanding his resignation. As Baral appointed Rector and Registrar saying that he will form his own team, both of them should resign and pave the way, according to the leaders of ANERASWAVIU. Prashant Bhandari, in-charge of Aneraswaviyu University Committee and Madan Bishta, former in-charge, accused Baral of resigning as vice-chancellor due to the non-cooperation of the rector and registrar.
Dinesh Ayer, chairman of the All Revolution Committee, and Lokendra Ayer, former in-charge, have also demanded the resignation of the office bearers. The Airi group met with Registrar Rizal and pressured him to resign and not come to office. Airy says that the students of Aneraswaviyu and revolutionaries jointly demanded resignation. After vandalism by a group of students on February 22, Rector KC has not entered the office. According to the secretariat, he has been working outside the office.
