The Nepal Teachers' Federation has also rejected the government's proposal to negotiate and communicate for the third time. The Ministry of Education, Science and Technology issued a statement on Tuesday inviting the protesting teachers to come for talks. Spokesperson and joint secretary of the ministry, Shivkumar Sapkota, asked the federation to come to the teachers' representatives for talks and dialogue.

The Federation of Teachers has stated that there is a need to discuss the school education law rather than dialogue, dialogue and consensus. Federation president Laxmikishore Subedi said that there has already been an agreement with the government regarding the demands of the teachers. "The Education Act has been issued according to the agreement we have," he told Kantipur, "There is no need to continue discussing our demands." A statement was sent on the 21st and a correspondence was sent on the 22nd. Since March 20, the teachers have been in a street movement centered on Kathmandu, and since March 25, they have announced a nationwide educational general strike. On Tuesday too, they lighted lamps and demonstrated in Maitighar-Baneshwar area . On Monday, Prime Minister KP Sharma Oli discussed the demands of teachers with Finance Minister Bishnu Paudel, Home Minister Ramesh Ukhtar, Education Minister Vidya Bhattarai. After the discussion, the Prime Minister responded on social media that the problem of teachers will be solved through dialogue and discussion. Education Minister Bhattarai said that in the discussion with the Prime Minister, the demands of the teachers that can be met immediately will be addressed in coordination with the Ministry of Finance.

The Ministry of Education has appealed through a statement to come to the talks for Wednesday. The statement also mentions that the schedule of talks and dialogues will be decided through mutual consultation. Relief, temporary, former Umawi, child development and school staff including teachers and staff have been invited to the talks. Subedi, the president of the federation, said that the meeting held to review the movement after the call of the ministry concluded that there is no need to hold talks now. "We have asked to pass the Education Act by calling a special session of the Parliament or calling the regular session immediately. If not even that, we have demanded to bring an ordinance," he said. "In such a situation, only one condition can be negotiated. It can be discussed how to bring the Education Act by sitting in the talks.' But regarding the teachers' demands, he said that the Act should be issued according to the agreement reached in 2075, 2078 and 2080.

The government has been appealing to the teachers to come to the dialogue as the sub-committee of the education and health committee continues to discuss the school education bill. The Ministry of Education has said that the bill will be submitted and passed in the parliament in the coming session after the end of the semester. The teachers have made demands against the provisions of the constitution, including that they should not live under the local level, that the district education office should be set up to regulate and supervise the teachers. For this, the officials of the Ministry of Education say that the constitution should be amended. Similarly, the demand to make temporary teachers permanent, to increase the posts, to arrange the posts of children, teachers and school staff will increase the expenditure of the state . Some demands are related to teachers' professional security and professional development. The Ministry of Education has repeatedly requested the teachers to come back to school after reaching an agreement through dialogue, as they have been having regular discussions in accordance with the agreement reached in the past. The teachers have been warning that they will return to the classroom only after the Education Act is promulgated.
