The police have been claiming that they used only necessary force to control the violent demonstration by Rajawadi on Chait 15. But the long list of injured, shooting even those who did not participate in the demonstration and the use of deadly weapons have raised questions about the police's claims.

More criticism has come after it was confirmed that the police hid data on the shootings used for crowd control.

On the fifth day of Rajawadi's demonstration, the police held a press conference to inform about the incident. The facts disclosed by the police spokesperson and Deputy Inspector General (DIG) Dinesh Kumar Acharya in the program are different from the report prepared internally by the police.

The report prepared by District Police Complex Kathmandu states that the police used SLRs and INSAS rifles to control the rioting demonstrations, from twice the number of police firing 58 rounds of aerial fire. 

But spokesperson Acharya did not reveal the topic of using SLR and INSAS rifle in the program.  The SLR is a semi-automatic rifle that can be loaded with up to 18 rounds simultaneously and fired up to 300 meters away. The INSAS is a modern semi-automatic rifle smaller in size than an SLR. Both these weapons used in war are considered deadly.

Spokesperson Acharya claimed that 58 rounds of aerial fire were fired. But in the internal report of the police, it is mentioned that 81 combat rounds and 165 blank rounds were fired through SLR and INSAS rifles.

The report of the premises showed that 3 cartridges and 201 rubber pellets were fired through the short gun. Similarly, 2 rounds were fired from the pistol. At the press conference, spokesperson Acharya stated that 746 cells of tear gas were fired. But in the internal report it is mentioned that 868 cells were hit. These tear gasses have been found to be expired. In February 2008, the police also used expired tear gas canisters. Using expired equipment is considered 'inhumane' from a human rights perspective. Using expired equipment will seriously affect your health if the security is weak. 

But Acharya said that the police used expired tear gas and was not aware of expired tear gas. He also claimed that the video on social media showing the use of force by the police was false.

The police officer claims that they have nothing to hide in this matter. "That house has been burnt, there has been looting, let's look at the damage," said spokesperson Acharya, "All the bullets and tear gas were not fired at people, they were used for crowd control." "The police worked very restrainedly to control the crowd, which did not cause much damage," he said.

However, the former police officer says that in the case of the incident, there was no assessment that the demonstration could take a violent form and there was no necessary preparation for that. Former Additional Inspector General (AIG) of Nepal Police Pradyum Karki says that even normal precautions were not taken to control the crowd. "The organizer was raising people since 4/5 days. Although it was known that the commander of the demonstration had made a stirring speech and call, it was not appreciated,” he said.

In Karki's experience, protesters usually gather together, chant slogans, and gradually become agitated if not as expected. "On Chait 15, the protestors seemed to come aggressively and agitated from home," Karki said, "It seems that they were looking for an excuse with the police." He says that although the police could have arrested those who tried to incite the protest, the police did not use that strategy.

 He understands that this problem has arisen even when the security agencies are focused only in one place. "After the police lathi-charged at one place, the team that ran away reached another place and caused damage," said Karki. It was not seen that the police had put up fences and iron barricades to control the crowd and not to break the forbidden area. That's why Durga Prasain, who is said to be the commander of the movement, rammed the vehicle while chasing the police, Karki said. Prasai was taken into custody by the police and released. He is absconding now. 

'There is no need for the police to hide information. Circumstances can sometimes go beyond the commander's control. No matter how hard you try, the demonstration may not come under control," Karki said. "At that time, the use of weapons may be more. There is no need to hide information about its use. It is appropriate to tell the reality according to the events.'' Tinkune is not a place that is used for protests. Even as the Tribhuvan International Airport is nearby, there is a risk that the demonstration will cause an accident. But the decision of the District Administration Office to allow Rajawadi to demonstrate in that area is also being criticized now. On November 7, 2080, the UML fraternal organization Yuva Sangh and Durga Prasain group chose the road for a demonstration of power on the same day. At that time, the administration had allotted Tinkune area to Yuva Sangh and Balkhu area to Prasai for demonstration. Because of this, there was no clash between the two sides.

According to the Ministry of Health and Population, 13 people who were injured during the protest underwent emergency surgery. The police said that 55 people were injured on the part of the Nepal Police and 25 on the side of the Armed Police. Savin Maharjan of Kirtipur was killed by police firing on the day of the demonstration. Journalist Suresh Rajak was found burnt to death inside the house set on fire by Rajawadi. The police have arrested 155 people and extended the time limit against 66 people and are investigating against the state and organized crime. 46 of them have also been charged with criminal nuisance. The rest were released after questioning, police said.

Among the injured, 56-year-old Vikas Kumar Gautam of Shantinagar was hit by a rubber bullet in the left leg, 24-year-old Ashish Bohra of Baitadi was shot in the right waist, 22-year-old Vishal Niraula of Solukhumbu was shot in the left arm, 47-year-old Kumarjung Rana of Kathmandu was shot in the thigh and spine, 30-year-old Rajkumar Karki of Dhading was shot in both arms, 25-year-old Suman of Syangja was shot in both hands. Gurung was hit by a rubber bullet on his left cheek and ear, 19-year-old Rajendra Rawal from Achham got a bullet hole on the upper part of his right leg and also got an injury on his left leg. 

Similarly, 26-year-old Ramhari Shrestha of Kavre was shot in the right arm, 40-year-old Raj Humagai of Kathmandu was shot in the right leg, 18-year-old Prince Kumar of India was shot in the right thigh and right palm, 22-year-old Rebecca Khatri of Udaipur was shot in the right thigh, 31-year-old Son Rai of Khotang was shot in the right knee and 41-year-old Jan of Jhapa was shot in the right leg. The police said that Indramaya Limbu was shot in the left thigh.

Similarly, 18-year-old Kanchan Rai of Khotang was shot below the right knee, 24-year-old Dinesh Kumar Khatri of Udaipur was shot in the left thigh, 27-year-old Dilliprasad Luintel of Bhojpur was shot in the stomach, 30-year-old Shambhu Darji of Bhojpur was shot in the right hip, 34-year-old Ammar Thapa of Kathmandu was shot in the arm and thigh, 72-year-old Balkrishna Napane of Bhaktapur was shot in the stomach. And 36-year-old Rajan Sapkota of Parbat was hit by a rubber bullet in his left hand. 10 of these are still undergoing treatment. 

According to the police report, 7 police vehicles, 10 other government office vehicles, 1 corporate vehicle, 18 private vehicles, 27 four-wheelers and 6 two-wheelers without number plates were damaged due to the arson and vandalism of Rajawadi. The protestors damaged 40 structures, including 6 private houses, 29 private institutions, 3 government offices, and 2 political party offices.
