The ruling party and opposition parties have started trying to reduce the distance between each other. With the increase in the activities of the royalists, they have started to open the door of dialogue for the defense of the constitution and the republic.
Prime Minister and UML President KP Sharma Oli himself is in favor of not escalating conflict with opposition parties. Earlier, the Maoist Center and the CPN are going to close the distance with the Unified Socialists . The main opposition party is trying to improve relations by holding formal/informal dialogues with the main leaders of the United Socialist Party, which was split from the Maoists and the UML.
When Prime Minister Oli and his party are under the most criticism, he seems to want to reduce the distance with the left. After the opposition parties in the parliament, the monarchists target Oli, he does not want to spoil the relationship with the opposition parties.
Oli, who has led the government since last June, is not satisfied with the work of his cabinet during the nine months. Since the government completed 100 days, more than 70 percent of the action plans have been successful, but the common people are raising questions about service delivery. Although Oli himself repeatedly instructed the ministers and secretaries of the government to do effective work, the UML central secretariat concluded that the work was not effective.
One of the officials of UML said that after the attack of the opposition in the parliament towards unity and the anger of the streets poured on Oli, he has come to a state of mind to expand relations with the ruling party and the opposition based on necessity.
Leaders of Congress, UML and Maoists agreed on Chait 11 to appoint officials of investigation and truth-telling commission of missing citizens who have been stuck for a long time. According to Maoist Chairman Pushpa Kamal Dahal, Oli agreed to appoint officials of the commission.
Dahal has been taking a soft policy towards Oli's harsh criticism and ruling party Congress President Sher Bahadur Deuba. Before agreeing to appoint officials in the commission, Oli had started the dialogue through the adviser on human rights and transitional justice, Agni Kharel. In this way, Oli has broken the lack of communication with Dahal for a long time .
The distance between the ruling party and the opposition decreased even more after the royalists staged a violent demonstration in Tinkune area of Kathmandu on Chait 15. Prime Minister Oli called a joint meeting of the pro-republican ruling and opposition parties on March 17. Dahal did not participate in that meeting, but senior vice president Narayankaji Shrestha along with leaders did. Sources claim that Dahal was absent from the meeting called by Oli to force Oli to answer in the Parliament regarding the removal of Kulman Ghising as the Executive Director of the Electricity Authority.
On March 18, Oli addressed the House of Representatives meeting according to the demands of the opposition, but his main attack was on the former king and royalists. He gave a short address on the issue of Kulman raised by the opposition party Maoists. Instead, he praised Samajwadi Morcha's demonstration in Kathmandu on February 15 as peaceful.
On the day of his speech in Parliament, Oli visited the central office of the CPN Unified Socialist Party in Aloknagar and observed that it had been set on fire by royalists. Four years after the split of the UML, he has reached the office of the Unified Samajwadi for the first time . Oli has reached there to pay tribute to Samajwadi's advisory council member and writer Kamal Koirala and to sympathize with President Madhav Kumar Nepal after the party office was set on fire.
After the separation from UML, he was in a situation of 'watering down' with the Unified Socialist President of Nepal . UML sources said that by reaching the office of the United Socialists for the first time, Oli has indicated that he wants to reduce the distance with Nepal.
In the UML central secretariat meeting held on Chait 4, the leaders suggested not to have a conflict with the opposition party . But Oli did not take the suggestions of the leaders so seriously. His main focus is not to spoil the relationship with the Congress. Therefore, he has remained silent even though the work of the Congress minister is not satisfactory.
In the secretariat meeting, when the leaders suggested "however to make the work of the government effective", they indicated that they would "change the minister if necessary". Oli is now guarding the mouth of Congress President Sher Bahadur Deuba.
But after the recent violent incident of royalists, Oli has opened the door of dialogue with the opposition. The distance between the UML and other left-wing parties increased after the alliance with the Congress in Asar nine months ago . UML and Maoists have placed each other in the 'rank' of enemies.
The main Nisana government was formed during the 'Maoist Tarai Madhesh Awakening Campaign with Janata' which started on February 12. After the formation of the Congress-UML alliance, the UML had been accusing the Maoists of trying to encircle the government in the face of having to leave power.
In the last week of February, former King Gyanendra Shah's street march, after the violent demonstration of monarchists in Tinkune area of Kathmandu on February 15, the ruling party and the opposition are seen to be in favor of reducing the distance between each other .
UML Vice President Yuvraj Gyawali said that the ruling party and the opposition party are going to reduce the distance after the attack on the political system itself. "When the system is under attack, there is no alternative to join the republican party," he said, "to move forward on the path of socialism, cooperation between the left is necessary." Therefore, dialogue is necessary to reduce the distance between the left-wing parties as much as possible.
He said that UML President and Prime Minister Oli are in favor of cooperation by communicating with everyone to form a common opinion on national issues. Maoist Deputy General Secretary Haribol Gajurel said that he is a prominent leader who is not allowing the distance between the ruling party and the opposition party to grow after the activation of the royalists.
"Prime Minister Oli and Maoist Chairman Dahal must have felt the need to reduce the distance between the republican parties," he said. The major leaders are not in favor of escalating the conflict as the anti-establishment party will benefit when the supporters of the republic are divided.
Integrated Socialist Vice President Beduram Bhusal said that even though Prime Minister Oli seems to have softened towards the opposition after the attack on the republic and the government, the future behavior will be more clear. Prime Minister Oli appeared more restrained than before while addressing the Parliament. This gives a sign of cooperation between republicans," he said, "Kamal has come to the central office of the United Socialist Party to pay homage to Koirala. On that occasion, there was a normal dialogue between the leaders.
The stakeholders insist that it is not a good political tradition for the party and its leaders to meet for the sake of power and positional interests. Meena Vaidya Malla, a professor of political science, said that the main leaders have given a wrong message due to their selfishness.
'Party leaders should meet when doing national interest, security, protection and promotion . The national issue connects the party and the leader no matter how much conflict there is," she said, "but here it seems that the leaders meet and leave on the basis of personal interests. This is against the political culture. She said that there is conflict and cooperation between the major parties, keeping the government at the center.
