What is the procedure ?
The Ministry of Industry, Tourism, Forestry and Environment has prepared "Utilization and Monitoring Procedures of Sal Species of Registered Private Forests-2081". According to sources, a plan has been made between leaders, businessmen and ministers while making the same procedure.
The Ministry prepared the procedure and sent it to the Ministry of Internal Affairs and Law and Economic Affairs for suggestions on November 6. The Ministry of Internal Affairs agreed on the procedure on November 25.
The Ministry of Economic Affairs gave consent on December 18. Bhojraj Pathak, the spokesperson of the Ministry of Industry, said that it was registered in the office of the Chief Minister and Council of Ministers on December 26 after the agreement of both the ministries was obtained. Previously, there was an arrangement that the community forest could not cut trees of Sal species except for Dhalapadha. But the Federal Ministry of Forestry issued a notification in the gazette on 7th November 2080 and issued a provision to cut down and sell sal trees in private forest areas.
The ministry issued the notice using the authority given by section 77 of the Forest Act 2076 for the purpose of biological diversity, species conservation and environmental protection. In it, it is mentioned that "cutting, consuming, transporting and selling sal species trees planted or grown in registered private forests can be done". But for that, it is said that the relevant state government should monitor the necessary. It is a financial trick to make a procedure for the implementation of the point that is said to be monitored.
Some loose provisions have been placed in the procedure proposed by the Ministry of Far Western Province. Under which there is a provision that if the Sal trees planted in the private forest area have to be cut, an application should be made to the relevant local level and if the local level refuses, the representative of the ranger level of the Division Forest Office in the respective district under the provincial ministry can grant permission.
