Minister Choudhary claimed that he was a victim of internal factionalism within the party, stating that there was a conversation when some people came to visit him when he was a minister recently. The discussion is focused on preparing/conducting the secret meeting 'proceedings' as soon as possible . But it is unclear whether it is a procedure related to sustainable forest management or a procedure related to the felling of annual trees of private forests . According to

sources, the secret plan between ministers, leaders and businessmen is related to the preparation of a procedure for cutting and selling Sal trees in private forest areas. It is heard that UML politburo member Naradamuni Rana, who is also the former forest minister, was involved in the role of catalyst and facilitator for Minister Chaudhary in the dialogue. Leader Rana, who is also in-charge of UML Kailali district, has also admitted that he is involved in that discussion.

Rana not only advised Minister Choudhary to 'copy Lumbini's procedure and replace Lumbini with Far West' and prepare a procedure overnight, he motivated Minister Chaudhary and said, 'You and I must fight elections again, we must earn money to win.' are . Meanwhile, it is also heard that there is a conversation between them about 3 million transactions.

The accused UML leader Rana claimed that he had no involvement in the financial transaction.  What is the procedure ?

The Ministry of Industry, Tourism, Forestry and Environment has prepared "Utilization and Monitoring Procedures of Sal Species of Registered Private Forests-2081". According to sources, a plan has been made between leaders, businessmen and ministers while making the same procedure.

The Ministry prepared the procedure and sent it to the Ministry of Internal Affairs and Law and Economic Affairs for suggestions on November 6. The Ministry of Internal Affairs agreed on the procedure on November 25.

The Ministry of Economic Affairs gave consent on December 18. Bhojraj Pathak, the spokesperson of the Ministry of Industry, said that it was registered in the office of the Chief Minister and Council of Ministers on December 26 after the agreement of both the ministries was obtained. But the chief minister's office has kept the procedure pending until now without passing it. Chief Minister Shah said, "We have put it on hold since requests started coming from many sides."

Previously, there was an arrangement that the community forest could not cut trees of Sal species except for Dhalapadha. But the Federal Ministry of Forestry issued a notification in the gazette on 7th November 2080 and issued a provision to cut down and sell sal trees in private forest areas.

The ministry issued the notice using the authority given by section 77 of the Forest Act 2076 for the purpose of biological diversity, species conservation and environmental protection. In it, it is mentioned that "cutting, consuming, transporting and selling sal species trees planted or grown in registered private forests can be done". But for that, it is said that the relevant state government should monitor the necessary. It is a financial trick to make a procedure for the implementation of the point that is said to be monitored. 

Some loose provisions have been placed in the procedure proposed by the Ministry of Far Western Province. Under which there is a provision that if the Sal trees planted in the private forest area have to be cut, an application should be made to the relevant local level and if the local level refuses, the representative of the ranger level of the Division Forest Office in the respective district under the provincial ministry can grant permission. There is also the same type of arrangement in the case of needing to cut down the trees of national, ilani, parti, land connected to the land .
