Jaiprakash Jaiswal of Birganj Metropolitan Municipality-15 Bishwa arrived at the office of the Judicial Committee of the Metropolitan Municipality on Tuesday. The complaint lodged against Gayatri Devi by her neighbor demanding to stop the construction of the house by cutting the public road was heard on Thursday.

During the hearing of this complaint given on 15th Chait 2080, Jaiswal came to the office of the committee for the 16th time after 1 year including Tuesday.

Jaiswal, who was tired of waiting for the complainant, told the committee staff, 'I don't know how many more dates and hearings we have to attend. If possible, give a decision, if not, send the case to the district court.' After that, he returned again and did not come to the metropolis. Finally, the committee dismissed this case on October 8, 2081.

2079 On Chait 26, Meenadevi Soni of Veerganj-3 filed a complaint against neighbors Sunil Chaurasia, Amit Sah Sonar and Gaya Sah Sonar in the committee under the title of 'land obstruction' After that, she did not come to Tarekh even once. The

committee also dismissed this case on 7th July 2081. These are some examples of how the complaints to the local judicial committee that came into being with the practice of federalism are becoming useless. As many as 60 percent of the complaints submitted to the

committee are being rejected when both parties do not come. About 10 percent of the complaints are dismissed and 10 percent are sent to the district court outside their jurisdiction. Only the remaining 20 percent is done by the committee.

It seems that the judicial committee which was brought into existence with the aim of administering justice quickly and making people feel the justice from the local level representatives is now becoming ineffective . Since eight years, only 387 complaints have been filed in the judicial committee of Birganj metropolis. Out of them, 313 complaints have been dismissed. The

committee now has 74 old and new complaints to be disposed of. In the first 2 years, there was a good attraction of the service users towards the committee, but in the following years, it has been found that the attraction is decreasing . According to the committee's data, 126 complaints were registered in the first year of the committee's formation, i.e. 2074/075, and all those complaints have been disposed of.

As 79 complaints were registered in 2075/076, all those complaints were dismissed. 58 complaints were registered in 2076/077 and 12 complaints were registered in 2077/078 and all of them have been settled. In 2078/079, 21 complaints were registered and 10 complaints were closed. In 2079/080, 29 complaints were registered and 13 were dismissed. In 2080/81, 36 complaints were registered and 6 were dismissed. In 2081/082 so far 25 complaints have been registered and 9 complaints have been disposed of. The

data shows that the number of complaints to the committee is decreasing in recent years . Metropolitan Deputy Chief Imtiaz Alam is the Coordinator of Judicial Committee of Metropolitan Municipality. The committee hears only the cases mentioned in sub-sections 1 and 2 of section 47 of the Local Government Operation Act 2074 .

which includes distribution and use of Alidhur, Dam Pani, Kulo or Panighat, damaging other's crops, not giving pasture, grass, firewood, wages, lost or found domestic animals, not nurturing or taking care of senior citizens, not giving food or education to minor children or spouses according to respectable income . Most of the transactions and land grab complaints are received in the committee.

Apart from this, there have been more complaints of defective home maintenance or home maintenance facilities up to 25 lakh rupees per year, planting trees in such a way as to affect the house, land or property of other people, watering other people's property or public road from one's own house or property, building a house with a window facing the Sandhiar land and not leaving the amount of land that should be left as per law.

In addition to these, complaints have been filed with the demand for adjudication of other disputes that are determined to be resolved at the local level by federal or provincial laws, which are not allowed to be used or obstructed by the use of roads, exits for extracting goods, pastures for grazing, ditches, canals, ponds, pati paua, funeral places, religious places or any other public places, even if they are owned or owned by someone. Advocate Dhan Bahadur Thapa, the complaints administrator of the

committee, says that the complaints may have decreased in the committee as well, as the fights and disputes among the residents of the city have decreased. "In the past, there was a tendency to come to the committee with their complaints in any kind of dispute," he said.
