The Federal Civil Service Bill has been passed by the parliamentary sub-committee with dissenting votes. The bill was passed by a sub-committee formed by the State Order and Good Governance Committee of the Parliament with different votes.

The coordinator of the sub-committee, Dilendra Prasad Badu, has handed over the report on the 'Bill to regulate the formation, operation and conditions of service of the federal civil service' to the chairman of the committee, Ramhari Khatiwada.

The sub-committee members have different opinions regarding the cooling period, employee union and additional secretary in the bill. RSP Dr. Chanda Karki and RPP MP Budhishan Tamang have demanded that the party trade union should be abolished among civil servants.

They have proposed to have only one official employee union. Similarly, there is a proposal by the parliamentarians of Maoist, RSVP, CPN-S, RPRPA and JSPA Nepal to have additional secretaries in the provincial ministries.
