The government has decided to remove Kulman Ghisingh, Executive Director of Electricity Authority. On the proposal of Energy, Water Resources and Irrigation Minister Deepak Khadka, the meeting of the Council of Ministers held on Monday evening decided to remove Ghising.
Ghising's four-year tenure was ending on July 24. The government has appointed Hitendradev Shakya as the executive director of the authority after removing Ghising, who has only four and a half months left in his tenure.
Energy Minister Khadka and Executive Director Ghising had a dispute for the past 9 months. The government asked Ghisingh for clarification on his performance, approval of internal and external visits, agreement on power exchange in India, etc. Ghising's explanation was not satisfactory and the Council of Ministers dismissed him.
In the meantime, Minister Khadka asked Ghising for an explanation by taking a ministerial decision four times and once from the Council of Ministers. However, Foreign Minister Arju Rana Deuba, who is also the Congress leader, supported Energy Minister Khadka. While the rest of the Congress ministers remained silent, most of the UML ministers also stood in favor of Khadka.

Leaders of the ruling party have criticized the decision to remove Ghising. Congress General Minister Gagan Thapa has expressed his displeasure saying that the leaders have assured that Ghising will not be removed from the post, but the Council of Ministers has taken the opposite decision. We said that we will not make such a decision. Minister Khadka has also been told in clear language," said Thapa, "this is completely wrong. Another general minister of the Congress, Vishwaprakash Sharma, also expressed his displeasure by saying that Kulman was removed to overshadow the good work done by the government. Chairman of the main opposition party Maoist Pushpa Kamal Dahal has responded that the government's decision to remove Ghising is objectionable. "This step of the government is completely wrong and objectionable, I strongly condemn this decision made under the pretense of two-thirds majority," Dahal responded.
The government led by Sher Bahadur Deuba appointed Ghisingh as the executive director of the authority for the second term on July 25, 2078. Before that Shakya was the executive director of the authority.
The then government appointed Ghising as the head of the authority and dragged Shakya to the Energy Commission under the Ministry. Against that decision, he registered a case in the Supreme Court on August 1, 2078, making the Office of the Prime Minister and the Council of Ministers, the Ministry of Energy, and the Nepal Electricity Authority as opponents. The case is still under consideration and its next hearing is on June 10, 2082.
