The parliamentarians of the sub-committee formed by the State Order and Good Governance Committee have agreed to create a new post of Additional Secretary in the Federal Civil Service Act. The State Arrangements Committee is discussing the bill on the formation, operation and conditions of the Federal Civil Service.

The sub-committee, formed by the committee to represent the parliamentarians of all the parties represented in the parliament, made a final agreement to arrange an additional secretary after taking the advice of the chief secretary Eknarayan Aryal and the secretaries. 

In the past, the provision of additional, special, senior or assistant secretaries has been abolished, and now the justification for reviving this system is being debated from a positive and negative point of view.  Experts have suggested that the basis for confirmation of justification should be found now, as problems can be found in its use after the provision of an additional secretary in the

act. Ex-administrators say that what difference does the system of additional secretary make to the contribution to the state? The Additional Secretary will be a post of Thirteenth Level (Special Category). The sub-committee has agreed that the post of the fourteenth secretary and the fifteenth chief secretary will be held.

'Homework' is being done to make the tenure of the Chief Secretary 2 years and the tenure of the Secretary 3 years . Some administrators say that if the post of additional secretary is created only by making this arrangement, it will be justified. "If they do not reduce the tenure of their service, a 'layer' of additional secretaries will increase, but it will not help in the moral development of the employees," said a joint secretary of the federal ministry. At present, the term of office of Chief Secretary and Secretary is 3 years and 5 years respectively . An MP of the state administration said that talks are being held on the lines of reducing the job tenure of the secretary and chief secretary.

The MPs of the State Arrangements Committee say that the employees have interpreted the new arrangement of the additional secretary according to their own interests. The parliamentarians say, 'somebody needs this system, some are arguing that it should not be kept.' Umesh Mainali, the former chairman and administrator of the Public Service Commission, says that any decision should be based on justification. "This arrangement, which was already there, was canceled in the middle," said Mainali, "what is needed now is justification." It should be seen that it is only the moral development of the employees that it will benefit the state as well. Arguing that additional secretaries will get learning opportunities when they succeed the secretaries in the ministries, he said that the government should be able to mobilize accordingly and make them mature. 

subcommittee coordinator and MP Dilendra Prasad Badu says that he wants to hire an additional secretary because of the need. "We told the state  We are thinking that there will be a minimum financial burden and the morale of the employees will also increase and the level of performance will be maintained,' said Badu. He said that after the creation of the post of additional secretary, the number of posts of secretary and joint secretary will also decrease. An MP said that he has not decided whether to keep the additional secretary's term or not.

Especially those who are preparing to become secretaries and those who have entered the civil service are arguing that if an additional secretary is kept, there will be more chaos in the civil administration . They have also given suggestions to the MPs of the State Arrangements Committee. If there is to be an additional secretary, the position and number should be specified in the law, the additional secretary should be promoted to the secretary only on the basis of seniority and performance, when recommending the promotion from the additional secretary to the secretary, only one person should be substituted for the three people, if there is a limit on the service period of the joint secretary and additional secretary, then the service period should be removed from all civil service positions, the doors of the possibility of promotion due to political interference should be closed, promotion from the joint secretary to the additional secretary should be done only in vacant positions. is .

Former Chief Secretary Bimal Koirala said that since it is a topic that has been used once, what the state gets should be taken care of. He is of the opinion that rather than making a hasty decision by saying that the positive and negative sides should be considered, he should look for a deeper basis for justification. "Rather than having an additional secretary, we should take care of the state's achievements and staff mobilization," he said. He expressed his displeasure saying that the personnel administration was previously in a pyramid style, but now it has been made like a gagri. The Sunday meeting of the

sub-committee has assigned the responsibility to the Ministry of Federal Affairs and General Affairs and the Ministry of Law to submit a blueprint for the number and management of additional secretaries so as to minimize the financial burden on the state. Its final report will be made public on Tuesday.

The federal ministry will decide which position the additional secretary will be placed in. Badu, the coordinator of the sub-committee, informed that the organization and management survey (O&M) should be made within three months of the implementation of the law for the first time to create the post of additional secretary.

Why the need for additional secretary ? 

The sub-committee of the state system has concluded that it felt the need for an additional secretary by providing support for the development of employee morale, to bring quality in performance, to harmonize the protocol of employees working in the same office or department, to facilitate the transfer of provincial secretaries, and to reduce the posts of secretaries and joint secretaries.  According to the agreement made by the

sub-committee, the director general of the department with two or more joint secretaries will be the additional secretary. In departments, offices or ministries with less workload, the post of the current secretary will be reduced and the post of additional secretary will be created. Currently, there is an arrangement that the secretary of the provincial ministry will be the joint secretary .  But homework is being done to send an additional secretary to the province. According to the officials of the Ministry of Federal Affairs, it has not been decided whether to send a senior secretary (twelfth level) or an additional secretary to the province.
