The National Independent Party has discussed with experts two bills related to civil aviation registered in the House of Representatives of the Federal Parliament. On Monday, the RSVP discussed the provisions in the bill introduced by the government at the parliamentary party office at Singha Darbar.

Both the bills registered in the House of Representatives by the Ministry of Culture, Tourism and Civil Aviation on January 19 were presented in the House of Representatives on February 13. While the government is preparing to hold a theoretical discussion on both the bills in the House of Representatives on March 14, the RSVP has consulted experts about the bill.

RSVP Acting Chairman and MP DP Aryal, MPs Dr. Chanda Karki, Ganesh Parajuli, Hari Dhakal, Lakshmi Tiwari and others were present and the coordinator of the discussion was done by MP Sobita Gautam. In the discussion, the experts said that the coming of the bill that separates the regulator and the service provider is welcome and that it is not a priority to propose a solid provision in the air safety bill.

It was suggested by the experts that the bills should be amended and laws should be made by prioritizing air safety . Rajan Pokharel, Ratish Chandra Lal Suman, Triratna Manandhar, Sanjeev Gautam and former Aeronautical Engineer Deepak Bastola participated in the discussion.

They said that it is not possible to get out of the 'safety list' unless security is given priority, saying that it is becoming a commentary on Nepal's exit from the safety list of the European Union by separating the regulator and the service provider.  RASPA's discussion with experts on Civil Aviation Authority Bill

Former Director General Sanjiv Gautam said that he will not leave the safety list of the EU if the bill to separate regulation and service providers is brought. He also said that the issue of security should not be seen in the sense that the EU has taken care of it. He said that safety flight system should be implemented through the new law. Experts pointed out the need for amendment as it appears that regulatory and service-providing agencies will be under the control of the ministry under the provisions proposed in the

bill. They said that the jurisdiction of the regulator and the service provider should be clarified . 

Former Director General Ratish Chandra Lal opined that the 'Civil Aviation' system should be strengthened . He said that instead of complaining about the EU, he should focus on Sudrin. He said that more than what the EU said, there is a need for adequate improvement in air security in Nepal's needs. "The subsequent operation is more important than making the regulator and the service provider separate," he said.

Experts also said that it is wrong to protest that the employees will lose their jobs when the Civil Aviation Authority is divided into regulators and service providers. Former Director General Triratna Manandhar said that it is not right to protest from the employees while trying to improve the system. He said, 'This has been done for the sake of reducing the authority of some officers, developing morale, and increasing service facilities. The management can stop it if it wants . It's not a big deal . Now the employees have understood that everything has been sold, they have to explain that the air service is for strengthening,' he said. 

experts also suggested to strengthen the regulatory body. The RSVP parliamentarians questioned whether Nepal is failing in air security due to lack of political autonomy and independence.

Member of Parliament Gautam informed that discussions were held with experts with the aim of making Nepal's flight area safe through the new law. She said that she is ready to discuss both bills with airline operators and other stakeholders.
