A division has been prepared between Congress, UML and Maoists in the appointment of officials of two commissions related to transitional justice. In order to immediately move forward the blocked process of transitional justice, the Truth and Reconciliation Commission and the Commission on Investigation of Disappeared Persons have been divided between three parties.

A Baluwatar source said that an agreement has been reached between the Congress and the UML and the appointment process will be started with the agreement of the Maoist Chairman Pushpa Kamal Dahal.

According to the agreement between Congress and UML, it has been agreed that Congress will take over the chairmanship of the Truth and Reconciliation Commission and UML will take over the chairmanship of the Commission on Investigation of Disappeared Persons. The two parties have proposed three members for the Maoists. The two parties are ready to make an agreement so that Congress will have three members including one chairperson, UML will have four members including one chairperson and Maoist will have three members in the two commissions.

The meeting of the political apparatus of the two ruling parties is scheduled to be held in Baluwatar today to resolve this issue. Prior to that, Prime Minister KP Sharma Oli and Congress President Sher Bahadur Deuba are having an informal dialogue with Maoist Chairman Pushpa Kamal Dahal through various channels. "If Dahal is positive, the name of the official of the commission will be decided today and the process will proceed," said a source close to the prime minister, "that is why a meeting has been called in Baluwatar this evening." Although the Act has been issued, so far  Officials could not be appointed because they did not agree on the share.

Under the coordination of former Chief Justice Omprakash Mishra, the government had formed an office-bearer recommendation committee last October - the mandate of which was to recommend five/five candidates for the appointment of the two commissions, including the chairperson.

The committee made an open call and selected 40 people from applications ranging from former judges to commissioners of constitutional bodies and interviewed them for recommendation. However, after the parties put pressure on the chairman and other officials to appoint the person they wanted, at the end of last November, Mishra, the chairman of the committee, said that they had failed to recommend the name of the commissioner and asked the government to restart the process from the beginning.

Even after three months have passed since then, the government has not shown any concern about the stalled transitional process. After the human rights organizations and the victims themselves have been raising their voices saying that the government cannot ignore the rights of the victims for a long time, the meeting of the two party mechanism which has been held continuously in Baluwatar for a few days has agreed on the part.
