Obstacle of student organization in Swaviyu elections

The election process of independent student union in 15 individual campuses of Tribhuvan University has been disrupted due to obstruction of student organizations. According to the Election Committees, due to the closure of organizations such as the ruling Congress's Navy Sangh, the UML's Aneraswawiyu, the opposition Maoist's Akhil Revolutionary and threats to the members of the election committee, the Swawiyu elections were affected in those campuses.

Out of 62 campuses of Trivika, 22 campuses are inside Kathmandu Valley and 40 campuses outside. According to the Central Monitoring and Coordinating Committee of Swaviyu Elections, the election has become uncertain in 6 campuses in Kathmandu and 9 campuses outside.

University Campus Kirtipur, Saraswati Campus Sohrakhutte, Public Youth Campus Dhobichaur, Shankardev Campus Putlisadak, Nepal Law Campus, Vishwabhasha Campus Exhibition Road has been instructed by the committee on Sunday to proceed with the stalled election process. 

Siddhanath Science Campus Mahendranagar, Surkhet Versatile Campus, Butwal Versatile Campus, Bhairahawa Versatile Campus, Paklihwa Campus Roopandehi, Tehrathum Campus, Ramsagar Ramswaroop Campus Janakpur, Birendra Versatile Campus Bharatpur and Agricultural Campus Rampur have also been informed by the Member Secretary of the Election Committee Pashupati Adhikari. What are the reasons why the Swaviyu elections have not been held in that campus? The letter sent to the campus is said to proceed with the same conditions and procedures in which the elections have been stopped after reaching an agreement with the relevant parties. 

The election of Swaviyu, a joint organization established for student welfare and rights in the private, affiliated community and private campuses of the University, has been scheduled for 5 March. In some community campuses, the election schedule has also been affected due to the non-cooperation of student organizations, according to Trivi. In some campuses, the elected officials, including the president of Swaviyu in 2079, are obstructing the election committees. According to the campus heads, some office bearers are trying to delay the election due to the provision that the term of office can be extended up to 6/6 months if the SWWIU election is not held. 

Aneraswaviyu has alleged that due to the internal factionalism of the union, the elections were disrupted in some campuses. The Navy Association has emphasized that the dispute should be resolved through dialogue and cooperation rather than accusations/counter-accusations. Dujang Sherpa, the President of the United Nations Union, and Samik Badal, the President of the Aneraswa Union, issued separate statements and expressed their commitment to the elections.

There is a complaint of students who have been locked in the university campus in collusion with the officials of Swaviyu along with the New Union. Despite talks with the political leadership and student representatives including the Vice-Chancellor of the University to open the lockdown and proceed with the elections, they have not been successful. A teacher said that there was a disruption in the Nepal Law Campus after ANERASWVIU tore up the election schedule. The election has been postponed due to the lockout of all revolutionaries in the Vishwabhasha campus. The election committee said that the election process was disrupted due to the obstruction of the New Union at the Public Youth Campus. The election schedule has been blocked after the students including Aneraswaviyu locked out the Sankardev campus. Student organizations including Aneraswaviyu are blocking the Saraswati campus.

Although the central committee of student organizations has adopted a policy of non-alignment, candidatures have been registered in various campuses in coordination between student organizations close to the Communist Party against the New Union and Aneraswawiyu, Aneraswawiyu and All Revolutionaries, Newwishang and Akhil Revolutionary, Aneraswawiyu and Aneraswawiyu (Unified Samajwadinikat), and Newwishang. 

In Sanothimi multi-purpose, public administration campus, there is a synergy between the New Union and Akhil Revolutionaries, while in Trichandra campus, an alliance has been formed between Aneraswaviyu and All Revolutionaries against the New Union. In the Gorkha campus, the New Union of India and Aneraswaviyu have organized an election front against Akhil Revolutionaries. Prithvi Narayan and Paschimanchal Campus of Pokhara, Thakurram of Birganj, Ratnarajya Lakshmi of Kathmandu, Trichandra, Nepal Commerce and other campuses, which could not hold the Swaviyu elections in 2079, are in the final preparations for the elections this time.

After the election in some campuses became uncertain, the Ministry of Education, Science and Technology has warned that those who act against the code of conduct will be punished according to the law. Spokesperson of the Ministry, Joint Secretary Shivkumar Sapkota issued a statement on Sunday and requested the stakeholders to conduct the election on the specified date and follow the code of conduct. The Ministry of Education has drawn attention to the news that public structures of universities and campuses have been vandalized before the election, and various threats have been made to the officials of the Election Committee, the statement said. Spokesperson Sapkota has also requested to conduct the elections in a clean, fair, transparent and fear-free manner.
