Government land is inside the compound of KC: Narendra Paudel, Chief, Malpot Malpot Office Manmaiju
A jungle-like compound with bamboo poles can be seen near the democratic square in Tarakeshwar Municipality-9, Manmaiju. This land is surrounded by a tall compound, Congress leader and former president of Nepal Medical Association Dr. Kedar Narasimha KC.
KC's misappropriation of government land became public after the voice of KC occupying nearly nine acres of government land and building a private compound was raised in the parliament.
In the meeting of the House of Representatives on Wednesday, MPs Shishir Khanal and Sumana Shrestha of Rashtriya Swatantra Party (RASWPA) said that the land of Democratic Chowk in Tarakeshwar-9 under Kathmandu Area No. 6 is in the possession of the Congress leader . In order to understand this matter, Kantipur spoke to local people's representatives, local residents, the Malpot office and the accused KC . We have reviewed the title deed, documents received from the ward office and letters written by the local residents to the ward office asking them to protect the public land, letters written by the district administration office to the property office Manmaiju regarding the land. In a conversation with
Kantipur, KC claimed that he did not occupy the government land as said by the Raswapa MPs, but rather protected it. He said that before he built the house, there was a mound there, so he built a wall to prevent it from collapsing. He said, "In order to protect the land in the mound, a wall has been erected in Rohwar with local people and people's representatives. Those who want to spoil my public image spread rumours.'
The MPs of RSVP said that there is a complaint of the local people that KC has been occupying the land of lot number 62 and 63. But even if it is not exactly as said by Raswapa Sasand, the government land of lot number 62 is seen within KC's compound . He himself showed that the plot number 62 is inside the compound.
How did the government land get into the individual's compound? KC bought the land in the year 2049 . It seems that he has 1,523.10 square meters of land numbered 66, 67 and 62 in Lalpurja. But now there is 263.61 square meters of government land of lot number 63 within the compound including his house.
According to the documents received from the Malport Office, on July 17, 2076, Praveenman Pradhan, the head of the Manmaiju Shipping Office, Yuvraj Acharya, the head of the Manmaiju Napi Office, and Vijay Prakash Giri, the shipping officer of Manmaiju, made a decision and exchanged KC lot number 61 with 62. In the decision document, it is mentioned that at that time KC was not able to separate the land boundaries properly and leased the land according to custom. This document also clearly shows that he does not own share number 63 .
He said that the wall with the compound was built shortly after the purchase of the land in Rohwar by the local people and also the people's representatives in order to protect the land in the mound on the land of lot number 63 which is now inside the wall. He claimed that he came to know only later if the road land of the Nepal government is included within the wall and also said that as soon as he got this information, he applied to the ward to separate his land and separate it from the government land.
However, the ward president of Tarakeshwar-9 Shyamakrishna Maharjan said that no such application has been received in the ward. We informed him about the public land. In the discussion, he says that he will leave the land. But, in practice, they have not given up," he said. "We have allocated a budget of 8 lakh rupees for the protection of this land. But when he hesitated to leave, even the fence could not be put up.
Casey says that he does not use the government land inside the compound. Inside his compound, bamboo groves, trees and bushes with butane were visible. He said, "Government land is in the name of the government". My land is in my name . I don't want anything except the land in my name.'
The then Vice Chairman of Manmaiju Village Development Committee, Lab Kumar Basnet, said that the wall was built within the government land by consensus at that time. ``At that time, the land was very steep, as there was also a road, we gave him a verbal agreement that he would build a wall at his own expense . After that, a good road was made under the wall, he said, ``When the wall was built at that time, there was no measurement like it is now.''
Narender Paudel, chief shipping officer of the shipping office Manmaiju, said that the government land is inside the compound of KC. "The ministry will also question us on this matter and the rest has been studied and raised." It can be said only after the measurement is done," he said, "Inside the compound If it is government land, it is true.'
Manmaiju, the Land Port Office, wrote a letter to Tarakeshwar Municipality on July 16, stating that there is no problem with Lot No. 62, but rather that 263.61 square meters of Lot No. 63 land has been transferred to the Moth Shrestha of this office in the name of the Government of Nepal. This letter also means that there is government land inside his compound.
Tarakeshwar city chief Krishnahari Maharjan said that although he had received verbal information about the wall in the past in terms of geography and protection, he said that since he is a new public representative, he did not know much about this matter . "I am out of the city now", he said, "public land must be protected". Identifying whether or not public land is a matter of ownership and measurement. I can say about this matter only after studying it after coming to the municipality.'
KC said that he has left the land by showing red paint on the land inside the compound. But the Manmaiju Malpot office and the city chief and ward president all said that they have no information about who allocated the land in this way and who painted it red.
Whose land is said to be occupied?
On Wednesday in the Parliament, Raswapa Sasand Khanal said that the Congress leader has taken possession of Machaga (the Newar community cemetery where the milk children who died in famine) are being taken over by the Nepal Government. In the book Origin, History and Culture of Manmaiju, written by Dharmanarayan Maharjan, it is also mentioned that the area was Machaga.
Labkumar Basnet, the then Vice President of Manmaiju Village Development Committee, also said that he was a local in that area. "Now there was Machagah towards the area where the road is, but later the tradition of doing Machagah here was decreasing .
