45-year-old Harijan and 21-year-old Akash and Suman could not hear or speak. But could see. After eating and sleeping on Thursday night, the tipper hit them where they were sleeping, and now they are not able to see the sunrise again in the morning.

The conflict-affected and disabled community died on Friday morning when a tipper that entered the mountain of Nepal was crushed.

54 people including 22 women and 32 men were living in an institution run by the Conflict Victims and Disabled Society Nepal in Salambutar of Sankhu, Shankharapur Municipality-6. Yuvraj Thapa, the president of the organization and the employees who work here also live here. President Thapa himself is a disabled person. Both of his legs are missing .

Having studied up to graduation, he established this organization in 2062 to provide care and service to such people so that no one suffers and suffers due to disability. In the early days, 25 percent were supposed to be people affected by the conflict . Later, with the cooperation of the government, all kinds of people without parents have also been kept.

'People who have no home address come to this institution through the Children's Rights Council, Children's Search Center and Police,' Thapa said, 'The Harijan who died today was brought to this institution last November, Akash was brought from Udaipur in 2068 and Suman was brought to this institution from Nawalparasi in 2071.' Only 10 people including one employee were sleeping in the tower where the accident occurred on Friday . No one living here has a house, address and anyone other than the guardian ashram. Thapa has been running the organization on rented land with the help of social persons. Annually, the government only supports this organization with 6 lakh rupees.

How did the accident happen?

According to Police Superintendent of District Police Complex Kathmandu, Appelraj Bohra,   an empty tipper number Ba 2 K 6580, which was going to Melamchi to collect construction materials, ran out of control on the Sankhu Bramakhel road section and hit the tower at around 3:40 am on Friday morning.

'The road was slightly curvy at the tipper accident site . The tipper hit the electric pole and entered the tower, Bohra said, "One person was crushed by the wheel of the tipper and two others were thrown away by the collision of the tipper." In the same tower, 7 more people were killed by the falling ceiling. But there is no injury.

The police have detained the driver, Sagar Majhi, 25, of Melamchi municipality-12, Sindhupalchok, and are investigating the incident further. According to the police, it is assumed that the accident may have happened because the driver fell asleep. After the

incident, Bikshit Thapa is optimistic that the government will take justice for the dead as they are the people protected by the government. Thapa said, "If we could keep them in a solid and good house, wouldn't this damage be done?", Thapa said. The tenant has asked to move out. If there is land, there are also helpful donors to build a house . But no one is ready to give land. Thapa says that he wants to spend his whole life in the service of people like him.

Residents of Shankharapur are in fear of tippers

On the 5th of February, the residents of Shankharapur Municipality submitted a memorandum to the Mayor of Shankharapur, stating that hundreds of tippers, trucks and tractors transport construction materials on the roads within their town and that there is a risk of accidents and insecurity.

Less than three weeks after that, three people have died due to the tipper. In Shankharapur, they use the road of Shankharapur to transport the construction materials that have been excavated and collected from the Indravati River in the neighboring Melamchi Municipality and the surrounding areas.

Local Prakash Dhakal accuses the negligence of tipper businessmen and drivers of the death of orphan children in the middle of the night when the municipality and traffic police support them. "The municipality is more responsible for this incident, which sleeps without using the right it has got, despite drawing attention to it time and time again," Dhakal said, "This is not an accident, but a murder committed in collusion between the traffic police and the municipality." The active parties here who silently support the irresponsible style of the leadership of the municipality are also responsible.

The Local Government Operation Act 2074 has given full authority to the local level to protect and protect physical and public property within their area by controlling such illegal mining and mining. The Standard for Stone, Gravel, Sand Mining, Sale and Management issued by the Government of Nepal, 2077, has also given the local level the right to manage the mining and transportation of construction materials by mobilizing the city police.

Mayor Ramesh Napit of Shankharapur Municipality said that he is discussing with traffic police, tipper businessmen and drivers for road safety. "It is not possible to say that we will allow the carrying of construction materials, stones, gravel and sand, but to proceed safely," Napit said, "We all have to work to make the road safe." We have also asked to take action against those who do not obey the road rules.

He said that he has also sent a letter to the neighboring municipality saying that they will take action if there is more material than the capacity of the vehicle. He says that awareness, monitoring and other works are done regularly in cooperation with the traffic police. However, Napit admits that there is a problem when the traffic police are less on the road at night.
