Krishna Prasad Sitaula, leader of the Congress Parliamentary Party in the National Assembly, has said that there is a need to amend the Constitution of Nepal. Citaula said that after reviewing the implementation of the constitution, it should be amended and for that there should be an understanding between all the political parties.

Citaula said that there should be a common agenda between the ruling party and the opposition parties to amend the constitution. In an interaction program organized by the Parliamentary Affairs Journalist Society in Lalitpur on Friday and Saturday, Sitaula said that amendment to the constitution is necessary for the progress of the country. Sitaula also said that the political controversy and instability seen while amending the constitution should be taken into consideration.

'This constitution is not what any party says . It is not a constitution as Congress, UML and Maoists say. Even if I look at it, I can see the amendment, even if the leader of the other party looks at it, it seems that many amendments need to be made . But can I amend ? Can the leader of another party make the amendment?,' said Sitaula, 'Constitutional amendment is necessary, but there should be a review of what to amend.'

Sitaula said that a review is necessary to find out which content of the constitution should be amended. He said that the leaders of the party are only giving expression to amend the constitution. "When the leader of my party raised the issue of constitutional amendment, I said - what do you do to amend the constitution?" Do you do it in the preamble or in the schedule ? Do you do it in the jurisdiction of the judiciary or do you do it in the matter of the National Assembly, what do you do? "I said no," Sitaula said.

Citaula recalled that the first Constituent Assembly failed and the second Constituent Assembly also issued the constitution in a sound manner . Sitaula, who is the chairman of the constitution drafting committee, said that an agreement was reached between all political parties when the current constitution is not promulgated and the country is becoming a failed nation. . He said that there is a problem when the central government and the state government do not understand their rights and do not act according to the rights given by the constitution. Citaula said that before preparing the amendment of the constitution, we should think about how to complete it in the parliamentary process and accordingly we should proceed with the understanding between all the parties . He said that two-thirds majority in both houses of the Federal Parliament should be required to amend the constitution. He was of the opinion that political parties should prepare a common agenda for constitutional amendment. 

Citaula said that it should be investigated whether some provisions of the constitution have hindered the administration of the state. Why was the law to implement the constitution and federalism not made? Why federalism could not be implemented? Why couldn't the fundamental rights guaranteed in the constitution be given? What did the Caste Commissions do? Among others, Citaula's opinion was that review and review should be done.
