The Office of the Prime Minister and Council of Ministers has instructed all secretaries of the government to submit a transformative plan that citizens will feel for effective performance.
The Prime Minister's Office has been giving instructions to the secretaries for 6 months saying that citizens should feel good governance by simplifying service delivery. In the oral response to the instructions given by the Prime Minister's Office, the secretaries have been saying that laws and regulations are hindering their work.
The Good Governance (Management and Operation) Act was issued through an ordinance in the last week of December to ease the difficulties of the secretaries. The government has submitted the ordinance to the parliament and is preparing to introduce a replacement bill. During the implementation of the provisions mentioned in the
bill, the Prime Minister's Office has asked to submit a transformative plan so that the services flowing from the ministries or subordinate departments, commissions, secretariats, agencies and offices under his leadership will be changed compared to now.
In the letter signed by Chief Secretary Ek Narayan Aryal and sent to the secretaries four days ago, instructions have been given to submit the action plan in the upcoming secretary meeting. A meeting of secretaries is held on the first week of every month under the chairmanship of Chief Secretary Aryal. After the problem of many decisions being made in the meeting but not being implemented, citing the Good Governance (Management and Operation) Act 2064 and Regulation 2065, which were changed through the Ordinance, the secretaries have to submit a blueprint of the work to be done by their ministry and the results that can be obtained from it. After making changes in the said Act and regulations, notice has been published in the gazette .
In the letter written by Chief Secretary Aryal, it is said, "In order to provide services to the citizens and simplify the decision-making process, submit the integrated service transformation plan (ISTP) of the respective ministries and subordinate agencies."
According to a secretary of the Prime Minister's Office, a plan has been made to link the transformation plan presented by the secretaries and its implementation to their performance. The Prime Minister's Office has given written instructions to the secretaries on more than 100 topics since last October.
On the 23rd of January, the Prime Minister's Office spokesperson and the head of the Department of Recruitment and Manpower Management, Prem Prasad Acharya, through a press release, requested the relevant agencies to make the services flowing from all public bodies of the union, state and local levels mandatory at the specified time. In the
statement, it was asked to complete all the work in 7 days except for the period specified in the law. The vigilance center was instructed to monitor whether the work was done or not. "According to the instructions given now, it will be possible to say what kind of plan the secretaries will bring after submission," the officials of the Prime Minister's Office say.
