Ghising has no contribution to end load shedding, credit to India: Deepak Khadka, Minister for Power, Water Resources and Irrigation
The Ministry of Energy, Water Resources and Irrigation has asked the Executive Director of Nepal Electricity Authority Kulman Ghising for an explanation. On Thursday, the ministry has sent a letter to submit a vindication on 4 points.
On the proposal of Energy Minister Deepak Khadka, the cabinet meeting on Wednesday decided to give the power ministry the right to ask for a three-day explanation to remove Ghising. According to the decision, the ministry has sent a letter to Ghising. The letter asks why Ghising's appointment should not be canceled and why he should not be removed from the post of executive director of the authority.
A performance agreement was signed between the ministry and Ghising on 15 Jan 078. According to which, the performance report for the financial year 2080/081 should be submitted in August 081, and it is mentioned in the letter that by not doing so, the terms of the agreement have been violated. "Why not terminate the contract and cancel your appointment because you have violated the terms of the agreement?" the letter states. Article 10.3 of the
agreement states that if Ghising does not score 50 percent in the performance evaluation of the second or third financial year, the ministry may recommend the cancellation of the agreement. Also, there is a provision in the agreement that Ghisingh can be given an opportunity for his hearing. Minister Khadka took a decision at the energy secretary level on November 13 and asked for details from Ghising for performance evaluation. Ghising has been saying that the appointment cannot be terminated on the basis of sending performance details for the purpose of incentive allowance and delay in sending them.
Energy Minister Khadka asked Ghisingh for clarification on nine points on December 22. Ghising had submitted an explanation on December 28. Another clarification was sought in February saying that the explanation was not objective and satisfactory. Earlier, Energy Minister Khadka had also demanded details of 15 points and 6 points about the rights, authorizations and subsidiary companies received by Ghising.
The Ministry of Energy formed a committee headed by Arvind Kumar Mishra on November 2 last to study the technical aspects and pricing of TOD meters for dedicated feeders and trunk lines cut by the authority. Ghising, Executive Director of the Authority, wrote a 'Note of Dissent' on the proposal to provide service facilities to the committee on December 16. But the majority of the board of directors of the authority decided to provide the service facility. The Ministry has accused Ghising of disobeying its decision on this matter.
Ghising led the team of the Nepali delegation at the Nepal-India Bilateral Power Exchange Committee meeting held in New Delhi on January 30. The meeting fixed the per unit rate of import-export electricity through 132, 33 and 11 KV transmission lines from April 2025 to March 2026 at 8.10, 8.78 and 9.41 Baht respectively. The price will be applicable from next April.
The authority has been claiming that the electricity tariff will be implemented only after approval by the board of directors' meeting and approval by the Electricity Regulatory Commission. But the ministry again said that Ghising was not able to fulfill the duties or responsibilities of his position by taking actions that he had no right to do. Similarly, the Ministry concluded that Ghising did not comply with the duties and duties of the Executive Director as per the Electricity Authority Act, 2041.
Ghisingh, the executive director of the authority, said that the answers to the requested details and clarifications had already been submitted and would be submitted again on time. Likewise, Energy, Water Resources and Irrigation Minister Deepak Khadka has said that Ghising does not play a major role in exporting electricity to Bangladesh. Responding to questions raised in Thursday's meeting of the House of Representatives, Minister Khadka claimed that the 40 MW power sale agreement with Bangladesh was not due to the authority's executive director.
The Indian government played a very big role in exporting electricity to Bangladesh. Because the transmission line of India had to be used to go to Bangladesh," he said, "Ambassadors in India and Bangladesh have a role and the current Foreign Minister Arju Deuba Rana has an important role. We also signed a contract for 40 megawatts of electricity and sold it this time. It also happens when we are all proud. This is not because of one MD.'
'He has an important role in the export of electricity in India and Bangladesh, so he is not the main role in that which is believed to be disobeying the law. The honorable people should know the many decisions and agreements to sell electricity in India," said Khadka, "The way to sell electricity has been opened based on the agreements made by the late Sushil Koirala, former Prime Minister Sher Bahadur Deuba and former Prime Minister Pushpa Kamal Dahal. This is a good thing, let's be proud. Khadka claims that import and export have been equalized, export has been increased but Ghising has no role in it.
The process of selling electricity to Bangladesh was officially started on December 6, 2023. Although the date of signing the agreement was fixed on July 13, it could not happen after protests against special reservation in government services in Bangladesh intensified. After that, an agreement was reached on October 17. Even though the date of the agreement was fixed before the arrival of Foreign Minister Rana and Energy Minister Khadka, the agreement was stopped due to the developments in Bangladesh.
Khadka said that Ghising had no contribution in the end of Nepal's load shedding and should be credited to India. Minister Khadka has claimed that the performance report should be submitted in August itself, but because Ghising did not do that and was not present at the evaluation, he was given a zero number. In August, he did not request for performance, there was no evaluation. After August had passed, he was reminded in writing in October, it was ignored, Khadka said, "At once, he gave the number and gave the number to the ministry saying that 98 percent of me has arrived."
Energy Minister Khadka also said that Ghising had committed a crime by paying revenue to the government by showing profit on the 22 billion rupees arrears of dedicated and trunk lines. Khadka questioned whether revenue can be paid as profit or not.
